Florida Rural Legal Services Inc is seeking a well-motivated and dedicated individual to develop and coordinate grant-funded programs from agencies, institutions, local government, or units of local government, or metropolitan departments.
This position will serve as the central contact position for online grant application submittals and reporting to Federal, State and Non-Governmental agencies regarding grants and will maintain a central “gate keeping” function for FRLS access to grant resources and reporting as required by federal agencies.
Essential Functions Duties:
- Review’s literature dealing with funds available through grants from governmental agencies and private foundations to determine feasibility of developing programs to supplement local annual budget allocations.
- Discusses program requirements and sources of funds available with administrative personnel.
- Confers with personnel affected by proposed program to develop program goals and objectives, outline how funds are to be used and explain procedures necessary to obtain funding.
- Writes grant application, according to format required, and submits application to funding agency or foundation.
- Submits proposal to officials for approval.
- Review and analyze new grant opportunities and applications to determine if they align with FRLS strategic priorities. Evaluate the costs and benefits to FRLS clients because of grant opportunity matching requirements, operating costs and grant related program expansion.
- Seeks to recover indirect costs if allowed and determine long-term program sustainability. · · Evaluate whether General fund revenues are necessary to support projects after expiration of the grant.
- Provides direction in the establishment of a grant planning/development program that provides support and guidance to departments' financial and program staff in the management of grant programs to ensure controls and systems are in place to comply with applicable statutes, regulations, policies, procedures, and contracts.
- Creates, manages, and directs use of a centralized grants management, tracking and reporting system to provide strategic information to monitor grant applications, drawdowns, reporting, and performance activities for all grant programs managed.
- Guides financial and programmatic staff of FRLS departments and agencies to ensure performance under federal and State grants is thoroughly analyzed for conformance with spending guidelines and those applications are properly submitted and monitored.
- Works with staff to ensure programs are implemented in the most efficient and effective method for proper data collection, accurate and timely reporting and to ensure delivery of required outcomes.
- Acts as a liaison and coordinates with executive and senior management, departments and agencies, community partners, and external agencies to ensure efficient flow of communications and services; interprets and explains applicable grant/contract/program regulations, requirements and procedures to stakeholders.
- Maintain a strong understanding of FRLS programs, goals and financial needs;
- Lead the donation management process, including documenting and processing donations, updating and managing the donor database, and facilitating donor acknowledgment and retention efforts;
- Research and identify grant opportunities that align with FRLS mission and programs;
- Assist with developing and writing grant proposals, reports and other related materials;
- Work collaboratively across departments to collect required information, accurately reflect messaging and needs of the organization and identify gaps in service;
- Maintain annual calendar for tracking grant and reporting deadlines;
- Assist with development and application of collateral materials including email blasts, social media posts, annual reports, campaign specific documents, etc.;
- Assist with the coordination of special events and other FRLS fundraising activities;
- Directs and coordinates evaluation and monitoring of grant-funded programs, or writes specifications for evaluation or monitoring of program by outside agency.
- Assists department personnel in writing periodic reports to comply with grant requirements
- Other related duties as assigned.
- Must have a working knowledge of fund development process, county, and state policies regarding fundraising and the acquisition of resources, and the ability to communicate these to others.
