Description

The Department of State's Bureau of Counterterrorism requires a wide array of support services to assist with activities of the CTPP which assists CT Bureau to carry out its initiatives in support of the mission of the Department of State. CTPP activities include but are not limited to the development and implementation of critical counterterrorism preparedness programs such as training exercises, working groups, forums and seminars, Periodic Review Boards, and assessing and developing “lessons learned” aimed at enhancing the Department’s ability to respond to terrorist related incidents, and the U.S. government’s security readiness and posture. These activities are typically conducted jointly with the U.S. interagency, partner nations, and in collaboration with U.S. missions overseas. Actionable items derived from these activities and programs receive national and/or multinational follow-up and directly affect counterterrorism policy development and operations.


The Program Manager, Junior position plans and designs execution of activities and tasks. They must also develop findings, draw conclusions, and develop recommendations. Prepares and presents reports. Reports performance against budget and milestones to Principal Management Consultants. The candidate should possess the following qualifications:

  • Preferred knowledge of and experience working with the Department of State or other federal government agency for no less than three years on counterterrorism initiatives.
  • Preferred knowledge and experience working within the framework of NSPM -4 and PPDs and NSPMs related to counterterrorism activities.
  • Drafts reports and presentations or other deliverables as required.
  • Excellent oral and written communication skills, data gathering, analytical, and problem solving skills.


Requirements

Qualifications

  • Bachelor's degree or equivalent in International Studies/Political Science, and four years general experience
  • Expert knowledge of and no less than three years of experience working with the Department of State or equivalent agency
  • Knowledge and experience working within the National Security Presidential Memorandum 4 (NSPM-4), counterterrorism related Presidential Policy Directives and NSPM frameworks, and U.S. government interagency collective
  • Knowledge and experience in working within the Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) technical field and its ongoing initiatives
  • Ability to travel worldwide (about 10-20% of the time)
  • An in-depth knowledge of U.S. security and classification procedures is necessary
  • Current TOP SECRET security clearance with SCI eligibility is required
  • Understanding of how U.S. embassies, the Interagency, and the military interact
  • Experience facilitating or training personnel in large forums up to senior-level officials
  • Ability to respond and adjust to rapidly evolving requirements and environment
  • International work experience or study abroad experience

Responsibilities

  • This may include, but is not limited to, supporting initiatives such as national level counterterrorism exercises and events in support of the National Security Council (NSC) directed mission, International Security Events Group (ISEG) events, hostage affairs and WMD engagements, and other efforts
  • The Counterterrorism Preparedness Program (CTPP) activities include, but are not limited to: policy development and implementation, development and execution of critical counterterrorism preparedness programs such as training exercises, working groups, forums and seminars, and assessing and developing "lessons learned" aimed at enhancing the Department's and U.S. government's ability to rapidly respond to terrorist related incidents overseas
  • Perform professional duties related to the review and development of counterterrorism policies and will support exercise and operational activities to assess findings and corrective action plans and assist with preparation, presentation, and follow-up of meetings
  • Conduct daily interaction with Department, embassy, and interagency personnel under general or minimum supervision, and will interact with senior staff, representatives of foreign governments, and the U.S. interagency
  • Support a classified program and will comply with all security requirements and processes for handling classified information
  • Support projects as a Task Lead
  • Performs other job-related duties as assigned

Salary Description
$80,000 - $92,000 / year
