**Contingent Upon Award**
The Site Commander primarily interfaces with Pittsburgh PA DOE / NETL Management and contract representatives, serves as the contractor’s primary Site Commander and is authorized to be the contractor’s interface with Government management resources. The Site Commander is responsible for the overall contract performance at the Pittsburgh PA location; compliance with the statement of work, formulating and enforcing work standards; developing schedules; directing contract supervision; communicating policies, procedures; strategic guidance; cross utilization and sharing of critical skills; implementing corrective actions; and goals of the organization to employees.

- The Site Commander is the most senior on-site officer responsible for the oversight of unarmed security officer operations to include, but not limited to: patrol, entry control, parking and traffic control, and security and fire safety surveillance duties. Ensuring policy compliance with DOE and Federal regulations
- Ensuring compliance with all aspects of the DOE National Energy Technology Laboratory contract
- Developing and maintaining Standard Operating Procedures in accordance with the DOE and other federal regulations
- Ensuring communication with all employees on all issues, procedural changes, and necessary information is correctly relayed and understood by all employees and electronic files updated as necessary with the most current information.
- Developing all work schedules for the site, ensuring all contract requirements are met.
- Ensuring that personnel are cross trained in various work classifications to ensure seamless performance.
- Ensuring all personnel always meet established DOE and NETL training requirements through direct interaction with the appointed Training personnel.
- Ensuring all that all Contract Reporting Requirements are completed and submitted on time and accurately.
- Directly responsible for interaction with employee union and adherence to the Collective Bargaining Agreement.
- Ensuring that the Safety, Health and Quality Assurance goals and objectives are met in accordance with the approved plans and requirements.
- Other duties as assigned.

Education and/or Experience
- Associate degree
- At least 4 years of general and related work experience in the security or law enforcement field
- At least 2 years of supervision/management experience (security or non- security related) in a position of authority including the responsibility and oversight of personnel or equivalent military experience
Computer Skills
- Skill in operating a personal computer and standard office equipment
- Working knowledge of a variety of computer software applications in word processing, spreadsheets, database, (such as: MSWord, Excel, Access, PowerPoint), and Outlook
- Ability to organize and prioritize work
- Excellent interpersonal skills
Certificates, Licenses, Registrations, Clearance
- Must be authorized to work in the US.
- Must possess and maintain a valid state driver’s license.
- Must be able to obtain any local Security licensing as required.
- Must be able to pass a DOE background check.
- Must be able to pass a comprehensive medical exam.
- Must be able to meet and pass the basic training requirements as outlined in DOE regulation 473.3.
