The Director of Regulatory Affairs (DRA) is responsible for assuring that all divisions comply with federal, state and provincial laws and regulations and maintain continuous operating approvals. The DRA also leads organizational efforts to develop and influence regulatory policy affecting the delivery of higher educational instruction and services. 

Requirements

Academic Regulatory

  • Manage state authorization and licensure processes to ensure the university is permitted to operate and offer existing and new academic programs in California and elsewhere.
  • Oversee or contribute to the preparation and submission of regulatory reports to governmental and accrediting agencies.
  • Develop and maintain an inventory of regulatory requirements and updates and advise university leadership on regulatory issues and potential impacts.
  • Coordinate and provide quarterly reports to the executive leadership on regulatory status and issues including achievements, opportunities, and progress on initiatives.
  • Collaborate with operational leaders across departments/functions to ensure alignment with regulations and policies.
  • Educate operating units on regulatory policies and issues.
  • Contribute to the development, maintenance, and regular realignment of university policies to satisfy regulatory requirements and operational needs.
  • Develop and maintain relationships with public policy organizations influential with higher education regulation.
  • Performs other duties as assigned.

Legal Support

  • Under the General Counsel’s guidance, review and provide input on contracts, forms, and other documents.
  • Ensure agents for legal service are retained and renewed yearly for each U.S. state where the university has students but no campus, and which requires such filings.
  • Prepare annual and biennial Secretary of State statements of information and annual reports for states in which the university has authority to enroll students.
  • Perform other duties as assigned.

Qualifications

  • Master's or Doctoral degree in higher education administration, compliance, or a related field;  or Juris Doctorate degree
  • Experience in higher education compliance at an accredited institution
  • Knowledge/experience with: various state authorizations for online and on-ground higher education; WSCUC; Student Exchange Visitor Program (SEVP); the Veterans Administration; and the Department of Education, among others
  • Experience in operationalizing compliance-related responsibilities and advising senior management on enterprise-level areas of concern
  • A minimum of 5 years experience in higher education administration with a record of increasing responsibilities
  • Professional communication skills that enable communication about complex regulatory issues to all members of the university community
  • Detail-orientation, organizational aptitude, and follow-through, adaptable to different regulatory contexts
  • Collaborative with a high capacity for critical thought and the ability to examine situations from multiple angles
  • Capacity to design and implement new or refined operations related to regulatory compliance, deconstruct complex legal and regulatory requirements, and develop and refine policies and procedures that are compliant and sustainable
