Summary
Under the supervision of Director of Real Estate Development, the incumbent assumes responsibility for planning, implementation, and administration of capital projects, the Capital Fund Program, and other related grant programs. This position is responsible to coordinate the planning and execution of capital projects related to HABD-owned property. This position is responsible to work with HABD’s Finance Department to ensure the effective administration of grant programs and completion of associated capital projects.
All activities must support The Housing Authority of the Birmingham District’s (“HABD”) mission, strategic goals, and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
- Oversees the Agency’s capital grant planning activities, including physical needs assessments, capital needs assessments, budgeting, the CFP 5 Year Action Plan, performance and evaluation and other tasks.
- Monitors and ensures Agency compliance with Capital Fund Program and other grant obligation and expenditure schedules.
- Coordinates with the Finance, Procurement, and Property Operations departments to plan capital work, prepare and issue solicitations, review bids, and process payments for grant-funded projects.
- Lead the development and implementation of policies and procedures related to capital grant planning and expenditures.
- Prepares written materials such as schedules, spreadsheets, budgets, plans, memos, etc. for the purpose of documenting activities, providing written reference, and/or conveying information,
- Supports Agency activities by preparing, reviewing, and presenting reports to HUD, the Board of Commissioners, Executive leadership, and external stakeholders as needed.
- Serve as the Agency’s subject matter expert concerning the Capital Fund Program.
- Support the coordination of planning and capital activities related to grant programs such as Choice Neighborhoods and Community Project Funding grants and others as they become available.
- Performs other duties as assigned.
- Assist finance with the Energy and Performance Information Center (EPIC) for submission and revisions.
- Coordinate with project managers on time sensitive expenditures to meet deadlines.

Job Competencies
- Knowledge of the general operations and procedures of HABD HUD, Federal and State programs and properties.
- Knowledge of the regulations affecting HABD’s housing programs and demonstrated ability to understand the terms, conditions, and content of HABD’s standard operating procedures for property management.
- Knowledge of the proper HABD procedures for collecting, processing, and recording rental transactions.
- Skill in the operation of commonly used office equipment, especially the use of personal computers for word processing and spreadsheet applications.
- Ability to interpret HUD, federal, state, and local laws and regulations, as well as HABD policies and procedures related to the position.

Education and/or Experience
- Bachelor’s Degree in Business, Public Administration, or related field and a minimum of three (3) years of experience in project management, construction management, urban planning, capital projects, or grants management is required. Experience with HUD capital grant programs is preferred. An equivalent combination of education and experience may be considered.
- Some positions may require possession of a valid driver’s license and the ability to be insurable under HABD’s automobile insurance plan at the standard rate.
Technical Skills
To perform this job successfully, the employee should have strong computer skills (e.g. MS Word, Excel, PowerPoint, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
