BACKGROUND

Take Control Initiative (TCI) works to remove barriers and increase access to birth control in Tulsa County. We work collaboratively with over 200 community partners, 20+ health center sites, and several state and national organizations. TCI operates at the intersection of health and education with the underlying belief that individuals will make the best decisions for themselves when equipped with information and resources.

Our team consists of three departments: Education & Outreach (E&O), Clinical

Services, and Data & Policy that is incubating Metriarch®, a women’s public health think tank that aims to normalize and broaden health conversations in Oklahoma. TCI utilizes collective impact and grassroots organizing principles, while recognizing that transformational impact requires action at individual, relational, and system levels. POSITION SUMMARY

The Legislative & Policy Analyst is tasked with building and maintaining information networks across Metriarch® stakeholders. They report to the Data & Policy Director and work with the data and policy team. This role works to track legislation and policies impacting women’s health in Oklahoma and effectively communicate up-to-date policy information to partners and community members in coordination with the Policy Engagement Manager. This position uses strong analytical, policy, and communications skills to improve women’s health in Oklahoma while building more widespread access to policies affecting women in the state.

Essential Duties & Responsibilities:

  • Analyze, identify and update the status of legislation and policies within the Metriarch® scope of women’s public health; this includes closely monitoring actions taken by the Oklahoma legislature (e.g., social media, publications, committee and floor hearings and interim studies) and providing analysis on the potential impact of proposed bills and policies.
  • Provide facilitation for Metriarch®’s Legislative Clearinghouse weekly calls during the Oklahoma Legislative Session and any Extraordinary Sessions that may occur.
  • Maintain and update the Metriarch® Legislative Tracker during Oklahoma legislative sessions & update archived pages with Metriarch®/TCI staff support as needed
  • Provide support for Metriarch®’s website - www.metriarchok.org - and curate, develop, and share content for Metriarch®/TCI staff to approve and post.
  • Provide and maintain tools to help summarize Metriarch®’s legislative agenda for all audiences weekly during Oklahoma legislative sessions and refine those tools as needed
  • Monitor and analyze policy using legislative platforms (such as LegisOK/ LegisScan) weekly during Oklahoma legislative sessions.
  • Monitor nationwide legislative trends and their potential impact on women’s public health in Oklahoma and share key observations weekly.
  • Develop strategic talking points on policies by collaborating with internal and external stakeholders and leveraging data (both qualitative and quantitative) for impact.
  • Collaborate closely with the Policy Engagement Manager and broader Metriarch®/TCI staff to create and sustain accessible pathways for community members to engage with information.
  • Research and maintain knowledge of how policy trends interact with partners’ programming, and provide insights for TCI impact reporting.
  • Prepare policy analysis and reports as needed for applicable stakeholders.
  • Present to diverse stakeholders on legislation/policy updates and their potential impact.

REQUIREMENTS & QUALIFICATIONS

The candidate should have the following professional experience and education:

  • Bachelor’s degree in a relevant field (e.g., political science, public administration) and 2 years of related experience, or an Associate’s degree with 4 years of related experience (required)
  • 2+ years work experience; preferably in applied policy analysis, legislative advocacy, or social program data analysis (preferred)
  • Knowledge of public health, maternal health, sexual and reproductive health, health education, and/or the social drivers of health (preferred)
  • Experience with web design and coding (preferred)

The candidate should have the following skill sets:

  • Ability to translate data into policy recommendations;
  • Ability to translate data into public-awareness messaging;
  • Ability to build relationships and create alignment with individuals from a wide range of perspectives;
  • Ability to project plan, track tasks, assess progress, and follow through on the execution of plans;
  • Ability to think creatively using system-level problem solving;
  • Understanding of data-informed policy creation and implementation;
  • Understanding of the connection between data, economics, and policy implications;
  • Understanding of social media;
  • Proficiency in the Microsoft Office Suite and Google Drive/Products;
  • Proficiency in WordPress (desired).

Hours and Location:

  • This position is based at 907. S Detroit Ave, Tulsa, OK 74120
  • A typical work week is Monday–Friday from 8:00 a.m. – 5:00 p.m.
  • The work week will occasionally vary with advance notice depending on scheduled programming and other events; may require evening or weekend hours for special events or tours
  • Domestic travel is required on occasion
  • Ability to attend in-person meetings 
  • Reliable transportation
