EHS is seeking employees with hands-on experience in IT support services for NSWC Indian Head.
The Program/Project Manager (PM) oversees and coordinates all aspects of the Navy IT Support contract, ensuring technical performance, cost control, and compliance with Department of Defense (DoD) and Department of the Navy (DON) requirements. The PM is responsible for planning, executing, and managing multiple concurrent IT projects that support enterprise network operations, system modernization, and user services for Navy commands and activities.
This role ensures project alignment with customer mission objectives, manages stakeholder expectations, and provides leadership to multidisciplinary technical teams supporting IT infrastructure, cybersecurity, cloud integration, and application services. The PM serves as the primary interface between the contractor team, government leadership, and subcontractors to ensure the successful delivery of all contractual deliverables.
Minimum Qualifications
- U.S. Citizenship (required for Secret clearance).
- Active DoD Secret Security Clearance or ability to obtain and maintain.
- Bachelor’s degree in Information Technology, Computer Science, Engineering, Management, or related field.
- 10+ years of experience in IT program or project management, systems administration, or technical operations OR
10 years of U.S. military or civilian professional experience managing IT programs, projects, and databases. - CISSP certification required; PMP certification a plus
- Proven experience leading IT service delivery or modernization projects in DoD or Federal environments.
- Demonstrated understanding of enterprise IT systems, networks, and cybersecurity compliance frameworks.
- Strong skills in project planning, scheduling, risk management, and performance tracking (MS Project, Primavera, or similar).
- Excellent communication, leadership, and stakeholder engagement abilities.
- Experience with ITIL-based service management or similar frameworks.
- Strong documentation and reporting skills (weekly/monthly progress, technical summaries, and CDRL submissions).
- Serve as the primary point of contact with the Navy Contracting Officer’s Representative (COR), Technical POCs, and other government stakeholders.
- Plan, organize, and direct all project phases including initiation, requirements analysis, resource allocation, risk management, execution, and close-out.
- Lead daily operations of IT service delivery, network and systems support, cybersecurity compliance, and help desk operations under the Navy enterprise environment (e.g., NMCI/NGEN, RDT&E enclaves, DREN).
- Develop project schedules, milestones, performance metrics, and resource plans in alignment with government-approved work breakdown structures (WBS).
- Monitor project performance against cost, schedule, and technical baselines; identify risks and implement corrective actions.
- Manage contractor personnel, subcontractors, and resources across multiple technical disciplines.
- Ensure compliance with DoD, DON, and command-specific IT policies, including cybersecurity, data management, and configuration control.
- Prepare and deliver technical and management reports, presentations, and project documentation as required by contract deliverables (CDRLs).
- Support financial management tasks including budgeting, forecasting, and earned value reporting.
- Drive continuous improvement initiatives and implement lessons learned across program operations.
- Serve as liaison between technical leads, system administrators, and government leadership to coordinate system changes, technology refreshes, and modernization initiatives.
- Support audits, inspections, and assessments, ensuring readiness for CMMC, RMF, and cybersecurity reviews.
