JOB SUMMARY: BestCare Treatment Services is a mission-driven nonprofit behavioral health provider serving Central Oregon through diverse clinical and community-based programs. The Development Director oversees the organization’s full lifecycle of contracts and grants, while leading the development and implementation of strategic funding initiatives that strengthen financial sustainability and expand program capacity. This position integrates contracts management, grants strategy, and capital campaign development, ensuring that funding streams are diversified, compliant, and strategically aligned with organizational goals. The role works cross-functionally with executive leadership, finance, and program directors to manage risk, optimize compliance, and build a pipeline for long-term revenue stability and community impact.
ESSENTIAL FUNCTIONS:
Strategic Funding and Capital Campaign Development:
- Lead the design and implementation of the Funding and Capital Campaign Initiative, targeting first-year revenues through grants, donor engagement, and sustainability measures.
- Identify, prioritize, and align capital and program funding needs to organizational strategy.
- Pursue federal, state, and private grants (e.g., SAMHSA, HRSA, OHA, Meyer Memorial Trust, Murdock Trust, Ford Family Foundation, Collins Foundation).
- Develop recurring donor and sponsorship programs to sustain operational support.
- Oversee planning and execution of two annual fundraising events, building trust and support in the community and strengthening community partnerships.
- Prepare quarterly progress reports on funding outcomes, donor engagement, and campaign metrics.
- Meet immediate need for marketing blitz.
Collaboration and Community Engagement
- Build and maintain relationships with community partners, donors, and funding agencies and create collaborations.
- Coordinate with the CEO and senior leaders to integrate funding strategies with program and capital priorities.
- Represent the organization in community outreach and donor engagement events to promote mission awareness and sustainability efforts.
- Manage external communications (social media platforms, website designs, public facing communications, etc.) to grow the BestCare brand.
- Strategically align a community calendar of annual events.
Contract and Grant Lifecycle Management
- Manage a multi-site portfolio of contracts and grants exceeding $10M annually, ensuring alignment with federal, state, and private funder requirements.
- Oversee contract development, review, negotiation, and renewal processes for funders, vendors, and subrecipients.
- Ensure consistent contracting standards across departments and mitigate risk through effective compliance oversight.
- Serve as the primary liaison for funder and partner negotiations, ensuring clarity of deliverables, timelines, and reporting.
- Maintain audit-ready documentation and ensure adherence to federal compliance standards (e.g., Uniform Guidance, CFR).
Financial Oversight and Compliance
- Collaborate with Finance to develop funding projections, budget allocations, and sustainability plans.
- Monitor and track financial performance of grants and contracts, addressing cost trends and funding retractions.
- Support long-term fiscal resilience in response to external factors such as state/federal funding uncertainty, the decline of COVID-era funding, and increasing program costs.
- Ensure funds are allocated to capital investments, workforce development, and program expansion in alignment with strategic goals.
Systems, Reporting, and Capacity Building
- Develop centralized systems to track compliance, deadlines, and deliverables across departments.
- Create tools, templates, and dashboards to streamline contract and grant management workflows.
- Provide training and technical support to program and finance staff on allowable costs, budget management, and funder compliance.
- Lead internal reviews to ensure continuous improvement and readiness for audits.

- Strong knowledge of state and federal funding compliance (SAMHSA, HRSA, Medicaid, OMB Uniform Guidance).

- Skilled in developing systems for cross-departmental coordination and funder accountability.
QUALIFICATIONS:
EDUCATION & EXPERIENCE
- Bachelor’s degree in Business, Nonprofit Management, or related field required; Master’s (MBA or MPA) preferred
- Minimum of five (5) years of experience in contract management, grants administration, or nonprofit funding strategy
- Demonstrated success in securing and managing multi-source funding portfolios (federal, state, foundation, and donor-based)
LICENSES AND CERTIFICATIONS
- Must maintain a valid Oregon Driver License (or ability to obtain upon hire) and be insurable under the organization’s auto liability coverage policy (minimum 21 years of age and with no Type A violations in the past 3 years, or three (3) or more Type B violations), and must have a reliable vehicle with adequate insurance to travel as needed
PREFFERED:
- Master’s (MBA or MPA)
- Experience in behavioral health, healthcare, or human services strongly preferred
- Professional certification in grants or contracts management (e.g., GPC, CGMS, or CFCM)
