Job Description Summary:
The Computer Operator III (CO III) serves as the Data Manager for Human Systems Integration, Performance data, and RAM data. This role involves supervising the data management team, performing data backups, and developing government-required reports, all while working under general supervision and applying standard operating procedures.
Key Responsibilities:
- Perform duties as the Data Manager for Human Systems Integration, Performance data, and RAM data.
- Participate in the DAG and the RAM Scoring Conference.
- Review the Operational Test Plan and provide input.
- Review the pattern of analysis and provide input.
- Develop data crosswalks across test documents, forms, and database tables.
- Develop data collection forms and instructions for completion.
- Provide input to the Detailed Test Plan, including all test-related training materials, slides, practical exercises, and exams.
- Prepare quality control requirements and training plans for the data reduction and data collection teams.
- Supervise the data management team.
- Address data anomalies or requests for modification and provide timely resolution.
- Work directly with government analysts for deliverable products.
- Develop government-required reports.
- Perform other duties as assigned.
General Duties:
- Process scheduled routines and apply standard operating or corrective procedures.
- Refer problems that do not respond to preplanned procedures.
- Perform twice daily data backups of the databases.
- Use tablets and other electronic devices for data collection.
- Carry necessary gear for data collection and travel as required.
- Provide data management personnel who are trained in the following software applications, Army Test Observation Manager (ATOM), Microsoft SharePoint, Microsoft Excel, Enterprise Web Survey Suite (EWSS), or similar applications.
- All personnel shall understand how to navigate a Windows operating system (e.g., Start screen, File explorer, Internet browser and search engines, opening/closing programs, etc.) prior to reporting for support.
- All data will be digitally collected and processed via tablets, laptops, or desktop computers.
- The test team and the test stakeholder community will utilize Microsoft Office and Microsoft 365 applications, such as Outlook, Teams, SharePoint, PowerPoint, etc. All personnel shall require an Army 365 account and a working knowledge of the functionality of such Microsoft programs. The G5 license is preferred, but minimum F5 license is required.
- Prior test-based experience with electronic data collection is preferred, especially with respect to data management personnel. Experience managing and organizing electronic data collection architectures is an important prerequisite. Prior test-based experience using SharePoint, particularly with network and communications systems data, is preferred.
- TROPO test effort will focus mainly on the collection of RAM data and some performance data throughout the execution of Pilot and Record test. Surveys will be collected before, during, and after the data collection events.
Requirements
Minimum Requirements:
- High school diploma or GED.
- Must hold US Citizenship.
- Must have an active DoD Secret security clearance.
- Common Access Card and Local Area Network account required.
- Valid State driver's license and car insurance for access to military installations and travel.
Knowledge, Skills, and Abilities:
- Three years of experience in automated data processing or a similar administrative occupation.
- RAM Data Management experience with OTERAM and ODIN applications.
- ATOM and EWSS experience in data management.
- At least two years of experience as a RAM Data Manager on operational tests.
- At least two years of experience in data management working in RAM.
- At least two years of experience supporting a RAM Scoring Conference.
- Proficiency in quality control and data management.
- Knowledge of MS Access, MS Excel, and MS PowerPoint.
- Ability to use tablets for electronic data collection.
- Prior military service is preferred due to the close working relationship with government Soldiers and civilians.
- Ability to develop data collection forms and training materials.
- Ability to perform data backups and address data anomalies.
- Ability to travel and work in a field environment.
- Ability to traverse steps in a hanger.
- College coursework in a computer-related field is desirable.
*This is a Service Contract Act position, subject to all conditions of the Service Contract Act.
