Job Description  

BeVera Solutions, LLC is seeking a skilled and detail-oriented Website Manager / Web Developer to support the maintenance, security, and enhancement of a national technical assistance website hosted in AWS GovCloud. This role is responsible for ensuring the website remains fully operational, accessible, secure, and compliant with federal requirements, including Section 508 accessibility standards and applicable cybersecurity policies. 


The Website Manager / Web Developer plays a critical role in supporting federally funded technical assistance efforts by managing website operations, implementing approved updates and improvements, and ensuring compliance with Department of Education and federal IT standards. This position supports the development and posting of web-based resources and tools, maintains system documentation and performance metrics, and contributes to continuity and transition planning as required under the contract. This position is contingent upon successful contract award to BeVera Solutions, LLC.

Requirements

 

Key Responsibilities 

Website Operations & Hosting 

  • Manage day-to-day operations of a federally hosted website, including production, staging, and development environments. 
  • Maintain AWS GovCloud infrastructure, ensuring uptime, backups, monitoring, and disaster recovery objectives are met. 
  • Perform regular system updates, server maintenance, SSL certificate management, and log analysis. 

Security & Compliance 

  • Ensure compliance with federal IT security requirements, including DHS Binding Operational Directives and Department of Education security policies. 
  • Support continuous monitoring activities, vulnerability scans, remediation efforts, and POA&M tracking. 
  • Assist with annual security documentation, including updates to the System Security Plan (SSP) and required self-assessments. 
  • Ensure all website activities comply with federal records management, privacy, and data-protection standards. 

Accessibility & Section 508 Compliance 

  • Ensure the website and all posted materials meet Section 508 and WCAG 2.1 Level AA accessibility standards. 
  • Review, remediate, and validate accessibility of web pages, documents, multimedia, and web-based tools. 
  • Support accessibility testing and documentation as required by the Department. 

Content Management & Updates 

  • Implement approved website updates, including posting new resources, event materials, webinars, and data pages within required timelines. 
  • Maintain a content request and change-tracking system for all website updates. 
  • Support development and deployment of new web-based tools, resource pages, and design improvements. 
  • Assist with removal or archiving of outdated content in accordance with approved SOPs. 

Website Improvements & Enhancements 

  • Support implementation of approved website improvement activities, including usability enhancements, navigation updates, rebranding efforts, and layout improvements. 
  • Collaborate with program staff to ensure website changes enhance service delivery and user experience for grantees and stakeholders. 

Coordination & Documentation 

  • Coordinate with program staff, contractors, and federal stakeholders to support timely and compliant website updates. 
  • Maintain clear documentation to support continuity, audits, and potential contract transition activities. 
  • Support website transition or closeout activities, if required, at contract completion. 

Educational and Experience Qualifications
The following qualifications are the minimum requirements for successful performance under the anticipated contract. 

  • Education: Bachelor’s degree in Computer Science, Web Development, or a related technical field is required. Master’s degree is preferred. 
  • Experience: Minimum of 3–5 years of experience in website management, web development, or IT operations, preferably supporting a federal government program or federally funded website. 
  • Demonstrated experience managing websites hosted in AWS GovCloud or comparable federal cloud environments, including production, staging, and development instances. 
  • Strong understanding of Section 508 accessibility requirements and experience implementing and validating WCAG 2.1 Level AA compliance for websites, documents, and multimedia content. 
  • Experience supporting federal cybersecurity and IT compliance, including vulnerability scanning, remediation efforts, POA&M tracking, and adherence to DHS and agency-specific security directives. 
  • Proficiency in web technologies such as HTML, CSS, and content management systems (CMS), with the ability to implement approved updates and enhancements efficiently. 
  • Familiarity with federal records management, privacy, and data protection requirements, including handling of sensitive or controlled information. 
  • Experience tracking and reporting website performance metrics, such as page visits, downloads, and system uptime. 
  • Excellent organizational and problem-solving skills, with strong attention to detail, documentation, and compliance requirements. 
  • Strong written and verbal communication skills, with the ability to collaborate effectively with technical staff, program teams, and federal stakeholders. 
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and collaboration platforms such as SharePoint or Microsoft Teams. 
  • U.S. citizenship and the ability to pass a background investigation or obtain a security clearance, if required by the contract.
     

Preferred Qualifications 

  • AWS GovCloud certification or equivalent federal cloud certification. 
  • Experience supporting Department of Education or other federal agency websites. 
  • Familiarity with vulnerability scanning tools, POA&M tracking, and federal security documentation. 
  • Experience supporting website metrics, analytics, and reporting.
