Designated as the Social Care Network (SCN) Lead Entity for the Capital Region, Central NY, and North Country under New York’s 1115 Waiver Amendment’s SCN & Health-Related Social Needs (HRSN) Program, we are responsible for ensuring that there is a seamless, consistent end-to-end process for screening, navigation, and the delivery of services – including food, housing, and transportation to thousands of Medicaid Members. Who You Are
The Senior Data Analyst is responsible for establishing and maintaining data analysis strategy and processes that support the organization's mission, strategic initiatives, and contractual obligations. This position is part of our Transformation Team and collaborates closely with business and technical teams, driving data-driven decisions and insights to improve the health of communities facing barriers.
What You’ll Do
- Works with key business partners to understand business priorities and develop effective and timely analytic solutions. Translates business requirements into data and reports technical specifications.
- Queries, profiles, validates, analyzes, and evaluates data across multiple databases with a keen eye on data integrity and accuracy.
- Analyzes social care and other health care related data and calculates metrics, including health care outcomes, quality, and cost savings.
- Mentors’ other data analysts in creating and executing analysis plans.
- Presents and explains results of analyses, internally and externally, guiding business departments in effective use of data.
- Investigates and analyzes data to identify trends that could benefit both internal and external clients.
- Support quality control processes by Identifying data discrepancies and opportunities for improved data capture.
- Ensures constant compliance with data standards and data sharing regulations and guidelines, with an emphasis on continuous quality control and process improvements.
- Designs and develops ongoing and ad-hoc reports and dashboards for internal and external customers, ensuring timeliness and accuracy of data.
- Provides data management documentation, inclusive of reporting and analytics platforms.
- Stays up to date on data trends, tools, and data analytic methodologies used in the health care industry.

What You’ll Need
Education
- Bachelor’s degree in mathematics, statistics, computer science, and engineering.
- Equivalent work experience in a related field may be considered in lieu of degree requirements.
Professional Work Experience
- Minimum of 5+ years data analysis experience utilizing large diverse data sets.
- Must have experience in health care or social care services industries.
Knowledge, Skills, and Abilities
- Strongly preferred experience or familiarity with Clinical Quality reporting, Medicare, Medicaid or Commercial payer claims data, ICD, Electronic Health Record/Electronic Medical Record (EHR/EMR) Systems, Health Information Exchange (HIE)/Health Data Exchange standards, clinical data sets, health policy issues including public health, health care analysis concepts and tools including master data management, patient attribution, and risk scoring.
- Experience in performance tuning of reporting queries.
- Experience developing advanced SQL queries.
- Experience analyzing and conducting critical analysis to derive business insights (i.e., segmentation).
- Experience developing reports and dashboards in a Business Intelligence (BI) tool (i.e., Power BI, Tableau).
- Ability to perform quality control activities and trouble- shooting data quality issues.
- Experience with programming tools and languages (e.g., SAS, Python, JavaScript, Ruby, etc.) a plus.
- Experience generating analyses using statistical methods and software tools (e.g., SAS, R, Python) a plus.
- Experience with Azure a plus.
- Strong communication skills and ability to transform data into information, information into complex analytics and analytics into actionable plain language to drive business decisions.
- Strong verbal and written communication skills with the ability to communicate methods and results to a non-technical audience.
- Experience and proficiency in Microsoft Office suite of products, including Excel and Power BI.
- Strong analytical, problem-solving and presentation skills.
