Overview

The Chief, Global Health Workforce Development Institute (GHWDI) is a visionary and strategic leadership role responsible for shaping the global health workforce of the future through knowledge creation, certification, research, and policy partnerships. This executive will lead a high-performing, multidisciplinary team including the Sr. Director of Knowledge Management, Sr. Director of Global Research, psychometricians, assessment and global certification experts, and will directly oversee the Global Nursing Workforce Centre—a research-focused partnership with the International Council of Nurses (ICN) to address nursing workforce challenges worldwide, focusing on evidence-based workforce analysis, policy development, and global healthcare trends.

The ideal candidate brings deep expertise in global health workforce development, health education, research and policy leadership, and demonstrates strong entrepreneurial, organizational and stakeholder management skills across complex, cross-cultural environments.



Requirements

Essential Functions and Responsibilities

Strategic Leadership & Vision

  • Lead the strategic direction and overall vision of the GHWDI, ensuring alignment with global health workforce priorities and organizational goals.
  • Develop and implement integrated health workforce strategies across knowledge management, research, assessment, and certification.
  • Champion innovation and excellence in health workforce development practices globally.

Program & Team Oversight

  • Provide executive leadership to the Sr. Directors and expert teams across knowledge management, global research, and credentialing programs.
  • Ensure the continuous development of robust and culturally competent assessment and certification systems supported by psychometric rigor.
  • Oversee the Global Nursing Workforce Centre in collaboration with ICN, advancing global research and thought leadership in nursing workforce development.

Global Partnerships & Advocacy

  • Foster high-impact partnerships with international organizations, ministries of health, academic institutions, and other stakeholders to influence workforce policy and practice.
  • Represent the Institute in global forums and strategic alliances, positioning the organization as a leader in global workforce development.

Research, Evidence & Impact

  • Drive the development and dissemination of cutting-edge global research and policy briefs to inform and influence health workforce planning and advocacy.
  • Ensure the measurement and evaluation of program impact, supporting data-informed decision-making across the Institute.

Operational & Financial Oversight

  • Develop and manage strategic plans, budgets, and performance indicators for all Institute units.
  • Secure and steward funding opportunities and donor relationships to sustain and scale the Institute’s work.


Qualifications

Education:

  • Advanced degree (PhD, DrPH, or equivalent) in Public Health, Global Health, Health Workforce Development, Health Policy, or related field.

Experience, Skills, & Abilities:

  • Minimum of 10–15 years of senior leadership experience in global health, education, or health systems strengthening.
  • Deep knowledge of global health workforce issues, especially within nursing and allied health sectors.
  • Proven experience managing cross-functional and international teams.
  • Expertise in research, psychometrics, and certification processes preferred.
  • Experience working with or within multilateral organizations (e.g., WHO, ICN, Ministries of Health, international NGO’s).
  • Exceptional communication, diplomacy, and partnership-building skills.

Preferred Attributes:

  • Multilingual capabilities and/or cultural fluency in global contexts.
  • Background in regulatory or credentialing bodies.
  • Experience in managing academic partnerships and global policy development.
