Description

Position Overview
The Senior Clinical Engineer will provide expert-level support to the Department of Veterans Affairs (VA) Veterans Health Administration (VHA). This position will ensure the safe, reliable, and effective operation of biomedical equipment across VHA medical centers and VISNs. The role requires deep expertise in biomedical engineering, clinical systems, medical device management, patient safety, and regulatory compliance. The Senior Clinical Engineer will serve as a subject matter expert, providing strategic guidance, program oversight, and technical support for field operations, program assessments, telehealth deployment, medical device recalls, and cybersecurity initiatives. 


Key Responsibilities 

  • Provide expert guidance on Biomedical Engineering and HTM operations across VHA medical centers and VISNs. 
  • Develop, review, and maintain Medical Equipment Management Plans (MEMPs), planned maintenance programs, and related policy documents to standardize operations and optimize patient safety. 
  • Conduct program assessments for HTM operations, evaluating medical equipment performance, cybersecurity readiness, and compliance with regulatory requirements. 
  • Support medical device incident investigations, hazard assessments, and recall management to ensure patient safety and adherence to VA, FDA, SMDA, and TJC standards. 
  • Manage and advise on cybersecurity protocols for medical devices, including vulnerability management, network isolation architecture, patch management, and Authority to Operate (ATO) compliance. 
  • Support telehealth technology deployment, site readiness, and sustainment across multiple VHA clinical programs (e.g., TeleCritical Care, TeleEEG). 
  • Assist in the development of strategic plans and communications, including executive-level briefings, field newsletters, workgroup facilitation, and conference support. 
  • Provide guidance and mentorship to HTM personnel to enhance staff retention, recruitment, and professional development. 
  • Collaborate with internal and external stakeholders, including HTM program leadership, field biomedical engineers, IT, and vendor partners, to implement and maintain best practices in biomedical engineering and HTM operations. 
  • Maintain documentation and reporting to support monthly progress reports, compliance reviews, and audit readiness for OIG/FISMA assessments. 
Requirements

Required Qualifications 

  • Master’s degree in Biomedical Engineering (BME) or related field. 
  • Certification as a Clinical Engineer (CCE). 
  • 20+ years of hospital and healthcare experience maintaining and managing medical equipment programs. 
  • 20+ years of experience collaborating with key stakeholders in healthcare and technical staff at various organizational levels. 
  • 10+ years of experience leading incident investigations and developing national guidance for medical equipment safety. 
  • Strong knowledge of computer-based medical systems, networking protocols, and information security as applied to medical technology. 
  • Expertise in medical device recalls, hazard management, and patient safety protocols. 
  • Comprehensive understanding of regulatory requirements, including FDA, VA directives, CLIA, CAP, TJC, and ISO standards. 
  • Demonstrated ability to work with complex healthcare systems, including VHA and VISN operations. 
  • Excellent written and verbal communication skills for executive briefings, technical reports, and field documentation. 
  • Ability and willingness to travel as required (up to ~30 trips/year, 4–5 days each). 

Preferred Qualifications: 

  • Experience with telehealth technologies and remote monitoring devices. 
  • Familiarity with risk management frameworks, cybersecurity protocols, and ATO processes. 
  • Prior experience supporting federal healthcare technology programs or large-scale biomedical engineering initiatives. 

Work Environment & Physical Demands 

  • VA facilities, Phronetik facilities, with optional remote work; travel to VA sites may be required. 
  • Must comply with federal regulations and VA policies.
