SAF/IA SINGAPORE COUNTRY DIRECTOR SUPPORT

Overview
The Contractor shall provide senior-level advisory and assistance support to the SAF/IA Indo-Pacific Division (SAF/IARP) in support of the Country Director for the Republic of Singapore (RoS). This role delivers Foreign Military Sales (FMS), acquisition, program management, and political-military analysis support to ensure effective execution and oversight of U.S. Air Force security cooperation programs with Singapore.
Key Responsibilities
- Provide Foreign Military Sales (FMS) program management support, including development, execution, monitoring, and reporting of Letters of Offer and Acceptance (LOAs).
- Analyze U.S. and Singapore defense capability requirements and develop recommendations for sustainment, enhancement, and future programs.
- Track cost, schedule, and performance of FMS cases; maintain databases, trackers, and program status reports.
- Prepare official correspondence, Staff Summary Sheets (SSS), briefings, Congressional Notification packets, and planning documents.
- Support senior leader engagements, conferences, meetings, and logistics/program/financial management reviews (L/P/FMRs).
- Coordinate with DoD, USAF program offices, DSCA, AFLCMC, interagency partners, and U.S. industry stakeholders.
- Conduct political-military analysis and draft amendments or modifications to existing USAF agreements with the RoS.
- Participate in classified and unclassified meetings with U.S. Government and Singapore Ministry of Defence/Air Force counterparts.
- Safeguard classified and sensitive U.S. Government information in accordance with security and disclosure regulations.
Minimum Qualifications
- Clearance: Active SECRET security clearance
- Education: Bachelor’s degree (International Affairs or related field preferred)
- Experience: Minimum 4 years of Department of the Air Force FMS case development, programming, and implementation experience; minimum 2 years of Security Cooperation experience or experience with DSCA or a similar Implementing Agency
Demonstrated knowledge of DoD acquisition policies, FMS processes, and security cooperation frameworks
Desired Qualifications
- Experience supporting Singapore or Asia-Pacific security cooperation/FMS programs
- Prior experience as a DSCA Country Team Lead or Regional Lead
- Knowledge of ITAR, National Disclosure Policy, and U.S. export control regulations
- Familiarity with the Security Cooperation Information Portal (SCIP)
- Fluency or proficiency in Mandarin and familiarity with Singapore or regional culture

Additional Details
- Travel: Yes – CONUS and OCONUS (including Singapore), as required
- Work Environment: On-site at the Pentagon or approved NCR location; limited situational telework may be authorized
