Primary purpose:
Analyzes complex business problems, identifies solutions, and drives process improvements across the organization. Leads strategic initiatives independently and partners with technical teams and stakeholders to translate strategic initiatives into detailed requirements. Leads Agile practices across multiple workstreams.
A successful candidate will do the following:
- Own and prioritize the product development backlog spanning measure development, Health Level Seven International (HL7) Implementation Guide (IG) updates, and NHSNLink
- Partner with client technical and clinical teams, SMEs, and development leads to translate strategy requirements into executable work
- Convert high-level strategic inputs into user stories and tickets with acceptance criteria aligned to SDLC and release practices
- Maintain backlog prioritization aligned to guild-level timelines, PI objectives, and federal delivery commitments
- Balance new-feature development, technical-debt reduction, QA, and performance in the backlog
- Apply working knowledge of SDLC, HL7 IGs, and federal release governance to support predictable delivery
- Feed lessons learned, integration risks, and improvement opportunities back into the backlog for continuous system-wide refinement
- Create detailed functional specifications, user stories, and process flows for technology solutions that align with business objectives and architectural standards
- Organize and lead sprint-planning sessions, stand-ups, backlog refinement, and sprint reviews, to align with product goals across multiple teams
- Manage complex stakeholder needs and competing priorities while coordinating requirements across multiple business units and technical teams
- Encourage a culture of continuous improvement by conducting retrospectives, implementing improvements, and sharing best practices
- Mentor junior business analysts and train them in Agile practices and principles
- Independently lead calls with external stakeholders and manage communications to meet major project deliverables
- Identify opportunities for improvement, articulate clear strategies for implementation, and lead the implementation efforts through to resolution
- Lead highly complex business analysis projects, managing multiple workstreams simultaneously
- Develop and implement requirements frameworks and standards across programs to drive adoption of requirements standards and methodologies
- Identify and remove impediments to team progress
- Track and report key Agile metrics such as velocity, burn-down charts, and sprint progress to provide visibility into team performance; partner with leadership to implement improvement strategies
- Identify and mitigate risks early in the development process to prevent issues from affecting timelines
- Master’s degree in health informatics, computer science, engineering, information technology, or related field
- At least 10 years of relevant work experience
- Extensive experience as a business analyst or similar role in software-development projects, with a proven track record leading requirements for large-scale programs or multiple workstreams
- Advanced expertise in requirements frameworks and methodologies, including requirements-management tools and documentation
- Experience leading sprint-planning sessions, stand-ups, backlog refinement, and sprint reviews
- Strong history of stakeholder management across organizational levels, with exceptional communication, negotiation, and interpersonal skills
- Deep understanding of Agile methodologies, especially Scrum practices, and ability to adapt them for enterprise needs
- Strong problem-solving skills and ability to analyze complex business needs across multiple projects and translate them into actionable requirements
- Experience with software development lifecycle management tools (e.g., JIRA, Confluence).
- Must be able to obtain and maintain a Public Trust Level 5 clearance
- Ability to work well with diverse, distributed teams in a fast-paced, dynamic environment while adapting to changing requirements
- Demonstrated advanced analytical skills and business acumen
Preferred qualifications:
- Experience mentoring junior analysts and developing BA practices
- Background working with enterprise architecture teams
- Demonstrated experience supporting federal-government agencies, preferably CMS, CDC, or other HHS agencies
- Experience in program-level requirements management and cross-functional leadership
- Industry-specific domain knowledge in healthcare standards and/or public-health reporting
- Knowledge of Clinical Document Architecture (CDA) or HL7 Fast Healthcare Interoperability Resource (FHIR)
- Knowledge of product management principles and practices
- Ability to adapt to changing project priorities and work in a fast-paced environment
- Certified Scrum Master (CSM), Professional Scrum Master (PSM), or another applicable certification suitable for the role
- Certified Analytics Professional (CAP), Certified Professional for Requirements Engineering (CPRE), or other Business Analysis Certification
