Description

Infinity Technology is seeking a motivated, detailed oriented, and customer-focused individual who would be responsible for Senior Contract Specialist activities in support of our Department of Labor DOL, Office of the Senior Procurement Executive (OSPE) contract. The ideal candidate will have federal work experience, be an expert in the field, work independently with minimal supervision, and have prior experience in a similar role within government environments.


*This position is primarily located in the Washington DC area, but contractors may be required to provide support at any DOL occupied facility located nationwide.*
 

*This position is Contingent upon contract award with work expected to begin immediately.*


*We are seeking to fill multiple positions and skill levels, to include Senior Contract Specialist Levels I, II and III.*

-- DOL, Office of the Assistant Secretary for Administration and Management (OASAM) is responsible for the development of policies, standards, procedures, systems and materials related to the resource and administrative management of the department.

-- DOL, OASAM Office of the Senior Procurement Executive (OSPE) is a customer service organization that delivers consistent, high-quality, enterprise-wide procurement services to support DOL’s diverse missions and maximize the Department’s federal buying power.

-- To support the Agencies across the Department, OSPE requires the services to provide acquisition, logistical, administrative, management, and technical writing services to assist with the day-today activities.

Requirements

Duties & Responsibilities

-- Assist the Contracting Officer in conducting reviews of acquisition documents submitted by the Program Office to determine adequacy and sufficiency (e.g., market research reports, acquisition plans, RFQs, RFPs).

-- Support the Contracting Officer in source selections; sign Organizational Conflicts of Interest (OCI) and Non-Disclosure Agreements (NDAs). Protect all source selection information as "Source Selection Sensitive."

-- Prepare modifications for various contractual actions including contracts, purchase/delivery/task orders, blanket purchase agreements, and indefinite delivery contracts.

-- Complete all assigned orders within the agency's and CO's established milestones.

-- Complete and handle all files in accordance with acquisition regulations and DOL local policies and procedures.

-- Administer and/or closeout Government contractual vehicles in accordance with regulatory guidance and DOL procedures.

-- Participate in meetings as required, including acquisition planning, pre-award conferences, periodic progress review meetings, and other meetings as required by the Contracting Officer.

-- Assist the Contracting Officer in preparing responses to Freedom of Information (FOIA) Requests and Protest actions.


Education Requirements

-- Bachelor's degree from an accredited college or university.

-- 24 semester hours in business-related coursework.


Experience Requirements

-- Minimum two (2) years of relevant experience in federal contracting for Sr. Contract Specialist I.

-- Minimum four (4) years of relevant experience in federal contracting for Sr. Contract Specialist II.

-- Minimum eight (8) years of relevant experience in federal contracting for Sr. Contract Specialist III.


Key Qualifications

-- In-depth working knowledge of federal procurement regulations and policies.

-- Ability to perform complex cost and/or price analysis functions.

-- Proficient in Microsoft Office software (Word, Excel, PowerPoint, etc.).

-- Excellent written and oral communication skills.

-- Familiarity with the Federal Acquisition Regulation (FAR).

-- Ability to quickly grasp procurement terms, methodologies, and processes.


Desired Certifications & Training

-- DAWIA (Defense Acquisition Workforce Improvement Act) certification.

-- FAC-C (Federal Acquisition Certification in Contracting) – Professional level.


Security Requirements

-- Candidate must be capable of meeting the criteria for a background investigation and have the ability to obtain a government issued identification badge.  All successful candidates will be required to receive and maintain a National Agency Check Inquiries (NACI) security clearance.
