Primary purpose:
Reports to the COO and leads our expanding government-project portfolio and delivery organization. Oversees portfolio execution, financial performance, and operational scalability across contracts (primarily with Centers for Disease Control and Prevention and Centers for Medicare and Medicaid Services) and positions the organization for expansion into additional federal and state agencies. Serves as a key operational advisor to executive leadership.
A successful candidate will do the following:
- Oversee portfolio-level P&L performance, including utilization, staffing alignment, and cost controls
- Ensure forecasting accuracy, mitigate delivery risks, and partner with Finance for revenue projections, budgeting, and annual planning
- Prioritize employee growth, trust, and empowerment while maintaining clear expectations and accountability for results
- Lead a federal, state, and commercial delivery portfolio
- Serve as a trusted, senior presence in client engagements while driving consistency, accountability, and delivery excellence
- Direct project managers, coordinators, and delivery support staff; develop high-performing leaders and build bench strength
- Establish and continuously improve scalable project delivery standards, ensuring consistent practices, clear expectations, and effective performance governance
- Advance operational maturity through disciplined governance, quality management, and client-driven process compliance
- Set clear performance expectations and ensure consistent follow-through across managers and PMs
- Validate feasibility of staffing to support disciplined growth and align capacity planning with the business-development pipeline
- Support strategies for contract recompetes and retention; prepare the organization to expand into additional agencies
- Bachelor’s degree in a health, technical, or management field (such as health informatics, public health, information systems, computer science, or business administration)
- Active PMP certification with 10+ years of certification history
- Minimum of 12 years of experience serving as the primary project manager for mid-to-large government contracts over $15M
- Minimum of eight (8) years of experience overseeing government programs or project portfolios valued at $30M or more annually
- Experience with P&L accountability and demonstrated success with organic project growth
- Experience leading project managers and multi-layered teams
- Strong executive presence and client-facing experience
- Ability to operate effectively at the executive leadership table
- Experience working with CDC, CMS, or similar federal-health agencies
- Expertise in the business and operational mechanics of federal contracting, enabling informed oversight of project execution and portfolio health. Ability to balance client success, margin performance, and long-term scalability at the enterprise level
- Ability to make difficult performance decisions and exercise clear decision authority and ownership of outcomes
Preferred qualifications:
- Advanced degree in a health, technical, or management field
- Experience scaling delivery organizations from $40M to $80M or more
- Experience building or maturing PMO/delivery governance frameworks
- Exposure to multi-agency federal portfolios
- Experience within ESOP or employee-owned environments
