Fraud Specialist/Information Technology Assistant in Ottumwa, Iowa
South Ottumwa Savings Bank is seeking a motivated individual to serve as a Fraud Specialist/Information Technology Assistant at our 320 Church Street location in Ottumwa, Iowa.
The Fraud Specialist/Information Technology Assistant is responsible for fraud detection, monitoring and prevention and providing information technology support for the Bank. Duties involve maintaining the Bank's FINBOA program for debit card and ACH dispute reporting, training staff on how to properly utilize the Bank's FINBOA program, daily monitoring of the 3DS System for debit card fraud early detection and prevention, assisting with technology and information security related tasks, providing basic IT technical support, and assisting with maintaining the Information Systems Security Program.
Responsibilities include:
- Assist with the Bank's debit card and ACH dispute reporting software, FINBOA. Train and assist team members in entering, monitoring and resolving cases accurately, timely and within all regulatory and legal guidelines. Understand general ledgers associated with the program and work alongside Operations personnel in the event of any questions or error resolution.
- Strategically review and analyze disputed transactions and provide guidance to team members on which transactions to submit as chargeback with CSI. Monitor and follow up on chargeback requests sent to CSI. Review CSI merchant findings and provide guidance to team members on how to proceed. Minimize the amount of loss while ensuring compliance with laws and regulations including Reg E and Mastercard rules.
- Assist the Fraud Department with the Bank's 3DS program, working with various departments, as appropriate, to monitor incoming debit card transactions to ensure compliance with applicable laws and regulations and minimize losses to all parties.
- Develop a thorough understanding of Regulation E.
- Assist with the coordination of federal and/or state regulatory agency examinations and assist staff in furnishing examiners with requested information.
- Have a strong understanding of the Bank's BSA program, policies, procedures, and processes.
- Assist in the collection of requested data for subpoenas, summonses, and warrants in a timely manner within required deadlines.
- Review and summarize information technology and security reports.
- Understand the information Systems Security Program (ISSP) policy and the Cybersecurity policy.
- Assist with preparation of the ISSP meeting agendas, reports and minutes.
- Assist staff with troubleshooting technology issues.
- Assist with the preparation and installation of new technological equipment such as computers, laptops, and printers.
- Assist with researching information technology and security products and services.
- Assist with Cybersecurity, Ransomware, and IT assessments.
- Assist with gathering requested information for internal and external IT audits, review and work through findings.?
- Assist with IT projects.
- Represent the Bank in various community activities.
- Know, understand and comply with all Bank policies and procedures and banking regulations.
- All other duties as assigned by management. Commit to staying busy at all times by routinely seeking and performing value-added work throughout scheduled hours, immediately directing questions regarding tasks needing completed and priorities to the Fraud Coordinator or IT Officer.
This position reports to the Fraud Coordinator/Assistant Compliance Officer and also works closely with the VP/IT Officer. It is a full time, hourly, non-exempt from overtime, daytime position, approximately 40 hours per week, Monday through Friday with required coverage on some scheduled Saturday mornings.

Must have high school diploma or equivalent. Previous experience in banking and fraud control and prevention with an understanding of federal and state regulations and bank products and services desired. Aptitude for computer applications and technical proficiency with the desire to advance information technology and security knowledge required, and previous IT support experience helpful. Excellent written and oral communication skills. Organizational and time management skills. Knowledge of training techniques. Ability to identify, research, and troubleshoot to resolve problems. Ability to drive and travel to Bank office locations. Requires ability to lift and carry IT equipment up to 50 pounds and be on the floor for equipment troubleshooting and installation.
Must be able to pass a background screening including a criminal and credit check.
