Description

  

Primary Purpose of Position: The HQS Inspector provides HQS (Housing Quality Standards) inspection services for MaineHousing’s Section 8 Housing Choice Voucher (HCV), Stability Through Engagement Program (STEP) and Moderate Rehabilitation Programs. Inspections will be performed throughout the state of Maine focusing on HQS and code standards as well as Department of Environmental Protection standards where children under the age of six reside.


Education and Experience: Education and a minimum of two years of experience in building construction and components or an equivalent combination of education, training, and experience. Knowledge of International Resident Code, Maine Subsurface Wastewater Disposal rules, Maine Internal Plumbing codes, NFPA 70, NFPA 31, NFPA 211, NFPA 54, NFPA 101, lead paint rules and ADA Accessibility Guidelines preferred.


Certifications and Licenses:

· A valid driver’s license

· Housing Quality Standards (HQS) certification within 6 months of hire


Core Functions:

· Complete all HQS inspections

o Travel to rental housing units and conduct inspections of unit interior, building exterior, site, and common areas to ensure compliance with HQS and all other MaineHousing policy inspection items as set forth in the HCV Administrative Plan

o Maintain cleanliness of State of Maine fleet vehicle (assigned to each inspector) and follow all Central Fleet Management policies and procedures

o Communicate with Inspection Assistants regarding scheduling changes

o Coordinate time of inspection with tenant and/or landlord

o Attend Inspector Forums, trainings and courses required to maintain licenses inspector may have

o Travel to Aroostook County on a rotating basis and stay for two overnights to conduct inspections

o Prepare written reports documenting inspection findings using Mobile Application 

o Update database with information regarding inspections as needed

o Determine unit rent reasonableness for all initial move-ins and providing certification to HCV Occupancy Specialist

o Maintain a good working relationship with all Local Code Enforcement Offices, State of Maine Boards (Electrical, Plumbing, Oil and Solid Fuel, Manufactured Housing) and State Fire Marshal’s Office


· Housing Choice Voucher (HCV) Program

o Review program forms and documentation with tenants to ensure completeness for submission to HCV Occupancy Specialist

o Use database to access tenant information and reporting to identify inspections and recertification dates

· Experience communicating effectively in front of groups

· Excellent oral and written communication skills

· Ability to take initiative, work independently, and utilize creative and analytical skills to resolve issues

· Proven ability to meet deadlines

· Strong customer service skills and an ability to interact with many personalities


Working Conditions:  Fast paced environment with multiple priorities, interruptions & deadlines. Position involves extensive travel. Inspectors work four 10 hour day work schedules with Monday or Friday as the flex day. A company vehicle is provided.


Reports To: Inspection Services Manager


Supervises: No one


The starting hourly rate for this position is $48,000 annually, plus a comprehensive benefits package, including, but not limited to, health, dental and vision, retirement options with employer match, life insurance, short and long-term disability, employee assistance, generous earned time and all major federal holidays. Employment is eligible for the Public Service Loan Forgiveness Program.
