Description

The Purchasing Manager is responsible for leading the company's procurement and vendor management functions. Reporting directly to the Chief Financial Officer, this individual oversees the negotiation, administration, and strategic management of all major vendor contracts and third-party service agreements. The Purchasing Manager directly supervises the Facilities Manager and the Fleet & Equipment Manager and plays a critical role in driving cost efficiency, vendor accountability, and operational excellence across the organization.

Requirements

Vendor Contract Management

  • Lead the sourcing, negotiation, and execution of contracts across all major procurement categories, including fleet, survey equipment, IT, office supplies, and real estate leases.
  • Develop and maintain a comprehensive vendor management program, including performance metrics, contract compliance monitoring, and renewal planning.
  • Identify opportunities for cost savings, consolidation, and process improvement across all vendor relationships.
  • Serve as the primary point of contact and escalation for vendor issues, disputes, and contract amendments.
  • Maintain a contract management system to track key dates, obligations, and deliverables.

Fleet Management

  • Oversee the negotiation and administration of fleet vehicle contracts, including leases, maintenance agreements, and fuel programs.
  • Partner with the Fleet & Equipment Manager to ensure fleet utilization, compliance, and cost management align with company objectives.

Survey Equipment

  • Manage procurement contracts for survey and field equipment, including capital purchases, rentals, and maintenance service agreements.
  • Collaborate with operations and engineering teams to align procurement decisions with project and field requirements.

IT Contracts

  • Negotiate and manage contracts with IT vendors, including software licenses, SaaS subscriptions, hardware, and technology service providers.
  • Partner with the IT department to assess vendor performance and support technology procurement planning.

Office Supplies & Indirect Procurement

  • Manage relationships with office supply vendors and indirect procurement providers, ensuring competitive pricing and service levels.
  • Implement purchasing policies and preferred vendor programs to standardize purchasing across company locations.

Real Estate & Leases

  • Work in partnership with a third-party real estate broker to manage office and facility lease negotiations, renewals, and terminations.
  • Coordinate with Finance and Facilities teams to ensure lease obligations align with budget, growth projections, and operational needs.


Leadership & Cross-Functional Collaboration

  • Directly supervise the Facilities Manager and the Fleet & Equipment Manager, providing strategic direction, performance management, and professional development.
  • Partner with Finance, Legal, Operations, IT, and HR to ensure procurement strategies support business objectives and comply with applicable regulations.
  • Prepare and present regular reporting on spend analysis, contract status, and cost savings initiatives to the CFO and senior leadership.
  • Develop and enforce procurement policies and procedures that promote transparency, compliance, and efficiency.


This is an in-office position based in Plano, TX. Hybrid or remote arrangements are not available for this role. Occasional travel required, estimated at 10–20% of the time. Travel will include visits to company office locations and/or vendor sites.


Required Qualifications:

  • Bachelor's degree in Business Administration, Supply Chain Management, Finance, or a related field.
  • Minimum of 7 years of progressive experience in procurement, purchasing, or vendor management, with at least 3 years in management or supervisory capacity.
  • Demonstrated experience negotiating complex vendor contracts across multiple categories (fleet, technology, facilities, or similar).
  • Strong financial acumen, including the ability to analyze total cost of ownership, interpret contract terms, and develop business cases for procurement decisions.
  • Proven ability to manage multiple concurrent contracts and vendor relationships in a fast-paced environment.
  • Experience with contract management systems and procurement tools.
  • Excellent written and verbal communication skills, with the ability to present recommendations to senior leadership


Preferred Qualifications:

  • Experience in an engineering or other professional services firm.
  • Familiarity with fleet management programs and survey or field equipment procurement.
  • Experience with commercial real estate lease negotiations in partnership with a third-party broker.
  • Professional certification such as Certified Professional in Supply Management (CPSM), Certified Purchasing Manager (CPM), or equivalent.
  • Experience managing indirect spend programs and preferred vendor agreements at a multi-location organization.
  • Working knowledge of relevant contract law and risk management principles.
