Utilities Estimator
Description

The Utilities Estimator is responsible for preparing accurate, detailed, and high-quality estimates, change 

orders, and proposals in a timely and efficient manner. Supports utility paving operations and 

contributes to successful project planning and execution.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Secure profitable work that fulfills the business plan and growth goals of the company
  • Understands and interprets, with accuracy, project blueprints, drawings, maps, bidding 
  • specifications, scope descriptions, contracts, and related documents. 
  • Operates a bidding system with precision and speed.
  • Prepares estimates, proposals, accompanying cost information and schedules.
  • Schedules, coordinates and oversees in-house pre-construction meetings for awarded projects. 
  • Cooperates fully and supplies all information possible to Operations Department for all projects.
  • Recognizes and maintains the company's expectations, goals, and requirements regarding 
  • profitability.
  • Attends company meetings and pre-bid meetings as required.
  • Addresses customer or prospective customers' requests for bids, estimates and proposals in a 
  • prompt, professional and courteous manner.
  • Responsible for managing activities associated with business development, estimating, 
  • negotiating, and contracting to sell the products and services of the company.
  • Demonstrates the ability to work collaboratively with internal teams and external customers.
  • Maintains knowledge of all applicable jobsite safety rules, regulations, and policies.
  • Actively promotes a culture of safety by supporting accident prevention initiatives, encouraging 
  • safe work practices, and assisting in the enforcement of safety standards.
  • Paving Responsibilities:
  • Coordinate and schedule pre-construction meetings with municipalities, PennDOT, and 
  • customers.
  • Manage project coordination and scheduling adjustments to meet project timelines.
  • Oversee plant coordination and ensure efficient material handling and disposal processes.
  • Coordinate plant startup and operational readiness.
  • Verify trench measurements for accuracy and compliance with project requirements.
  • Develop and complete restoration area takeoffs using Bluebeam.


EDUCATION and/or EXPERIENCE:

  • Requires high school diploma or equivalent. 
  • Bachelors of Science in Architecture, Engineering, or Construction Management preferred.
  • At least 5 years in a related construction (utilities) experience preferred.
  • Requires good working knowledge of excavating and related equipment, material capabilities 
  • and personnel applications.
  • Requires adequate computer skills to efficiently operate with speed and accuracy computerized 
  • bidding system.
