Summary: To serve the Association Board of Directors as the on-site manager providing professional leadership and executive management for a premier common interest development. To fulfill the obligations of the management contract in conjunction with the goals and objectives of the Board of Directors under the direct supervision of the VP of Onsite Management. Has significant contact with Board of Directors, committees, residents, guests, contractors, vendors, outside groups and associations, employees, and city staff. Ensures the seamless operation of a high-end clubhouse, spa, and fitness center.

Requirements

Essential Duties and Responsibilities:

  • Working closely with the Association Board, the General Manager provides expert guidance and strategic recommendations while leading a diverse staff and managing complex community operations, capital projects, and multimillion-dollar budgets.
  • Partner with the Association Board to develop and implement long-range strategic plans, capital improvement initiatives, operational priorities, and community enhancement programs.
  • Provide expert guidance, professional recommendations, and executive-level analysis to support informed Board decision-making.
  • Maintain a highly collaborative and professional relationship with the Association Board while ensuring appropriate governance boundaries between Board oversight and management execution.
  • Advise the Board on governance best practices, risk management, fiduciary responsibilities, operational impacts, and industry trends.
  • Prepare and present executive reports, financial analyses, strategic recommendations, and operational updates at Board meetings and workshops.
  • Ensure compliance with governing documents, state statutes, policies, and regulatory requirements (CC&Rs, Bylaws, and Rules for the Association and Villages).
  • Provide executive leadership, mentorship, and performance management for large team.
  • Foster a culture of accountability, professionalism, service excellence, collaboration, and continuous improvement.
  • Develop succession planning, staff development, and organizational structure strategies to support long-term operational success.
  • Implements Board policy and directives within the scope of the management contract.
  • Assists Board of Directors with strategic planning initiatives including policy development and compliance with the California Davis-Sterling Act.
  • Responsible for employee hiring, training, development, and performance management.
  • Prepares board meeting agendas, annual budget estimates for Board action and approval. Reports the monthly financial obligation of the Association and distributes the financial data to the Board of Directors. Develop and administrate annual operating and capital budgets in accordance with the governing documents, state statutes and Board policies.
  • Prepares schedules and establishes priorities for routine (i.e. preventative maintenance program for all physical structures/equipment, fitness center, spa, lanai and golf course/grounds), and special work projects.
  • Administers the various functions of the community within the projected and approved operating budget and advises the Board of Directors of significant operational problems or deviations from the management plan.
  • Provides regular status updates to the Board on all ongoing projects and obtain Board feedback/approval as necessary.
  • Acts as liaison between the Board of Directors and residents in the execution of the established policies and the conveyance of resident grievances.
  • Ensure delivery of an exceptional resident experience consistent with the standards and expectations of a premier active adult community.
  • Oversee operations of amenities, lifestyle programming, recreational facilities, and resident services.
  • Manage large-scale renovation and construction initiatives in collaboration with consultants, contractors, and the Board.
  • Oversees contract bidding and vendor performance for large-scale service agreements.
  • Manages all community communications, including newsletters, websites, and emergency alerts.
  • Analyzes financial reports, coordinates input of professional advisors, implements recommended procedures.
  • Facilitates Annual Meetings and Elections.
  • Establish budget controls and prepare budget recommendations. Supervises expenditures to conform with budget guidelines.
  • Ensures compliance with Injury and Illness Prevention Program, Hazard Communication Program and any supplemental programs that are required by CAL or FED/OSHA for the facility.
  • Works with subcontractors and Association volunteers to communicate and implement the specific decisions of the Board of Directors.
  • Prepares minutes and action item list following board meetings.
  • Delegates and assist in the completion of punch list items as appropriate.
  • Creates a sense of community in the Association through positive service and communication.

  • Any additional job duties as required by the supervisor.

Qualification Requirements:

  • Knowledge of landscape and maintenance issues and ability to provide guidance to contractors/vendors.
  • Active Certification through CAI or CACM.
  • Legal Knowledge: Deep understanding of California Civil Code and labor laws.
  • Excellent oral and written communication and listening skills.

  • Proficient in HOA management software (e.g. CINC), common business management software tools (e.g. MSWord, Excel, email, texting, TEAMS/ZOOM).
  • Strong financial acumen including P&L management and reserve study analysis.
  • General knowledge of amenities facilities (e.g. Clubhouse HVAC, tennis/pickleball courts, golf course irrigation, turf management, and pool/spa chemistry.
  • Must possess valid Driver’s License and maintain clean MVR.
  • Must have reliable transportation and the ability to drive to and from communities.
  • Verifiable references.
  • Able to pass a background check. 

Education and/or Experience:

  • 7-10 years of experience as an onsite General Manager in a large-scale HOA management or luxury resort/country club management.
  • High School Diploma or GED required.
  • Bachelor’s Degree in Business Administration, Real Estate or Hospitality Management preferred.
