Description

  

Primary Purpose of Position: The Fiscal Grant Manager will manage the fiscal compliance and reporting of the EHS portfolio of state, federal, and MaineHousing funded programs and provide support to the Community Action Agencies and other partners regarding rules and regulations pertaining to fiscal compliance of department programs.


Education and Experience: Education and four years of relevant experience and two years of supervisory experience preferred.


Core Functions:

Supervise, coach, and develop staff

  • Provide guidance to staff in performance of their job responsibilities and resolving problem situations
  • Conduct regular coaching sessions with staff
  • Work with staff to develop individual goals
  • Determine training needs of staff and ensure necessary training is provided

Oversee the fiscal compliance, grant management, reporting and monitoring of the portfolio of federal, state and MaineHousing funded programs to include, but not limited to: 

Home Energy Assistance Program (HEAP) and associated programs such as Energy Crisis Intervention Program (ECIP), Low-Income Assistance Program (LIAP), TANF Supplemental and Heat Pumps; Housing and Urban Development (HUD) and State funded Lead Abatement Programs; Department of Energy (DOE) and HEAP Weatherization; Well Water Abatement; and Older Adult Home Modification Grant Program as well as any other programs or initiatives assigned to EHS.

  • Responsible for overall program design and development of policies and procedures related to fiscal compliance in collaboration with EHS Management Team and program staff
  • Responsible for drafting and editing program documents, including the federal rule and associated handbooks, program guidance and contracts in collaboration with EHS Management Team and program staff
  • Oversee the review of the partner’s Work Plans and Budgets by Fiscal Compliance and program staff
  • Oversee the process of payments made to program administrators
  • Oversee the monitoring of partner’s fiscal operations under the programs
  • Monitor program productivity and develop status reports as needed, working with Planning and Research Department in the creation of dashboards and other production reporting
  • Work with Fiscal Compliance staff and partners to appropriately resolve problem areas
     

Oversee financial reporting and budgeting

  • Responsible for overseeing the financial grant management and reporting of the programs identified above
  • Assist in the development and review of the EHS department operating budget and various individual program budgets
  • Work with staff and partners to ensure procedures are efficient and make recommendations for changes

Coordinate program activities to meet quality standards

  • Convene and lead partner meetings to discuss program activities and provide technical support
  • Set quality assurance compliance objectives and ensure targets are achieved
  • Advise on program changes and their implementation and provide training, tools, and techniques to enable others to achieve quality

Develop and facilitate training programs for staff and external partners

  • Identify training needs
  • Prepare and conduct training

Requirements

  

Skills and Knowledge:


· Demonstrated ability to effectively manage people and lead teams 

· Experience in grant management 

· Experience in planning and administering public purpose programs

· Experience in program compliance with federal regulations 

· Strong project management, time management, and organizational skills

· Demonstrated computer competency, using various software applications

· Excellent written and verbal communication skills

· Ability to take initiative, work independently, and utilize creative and analytical skills to resolve issues


Working Conditions:  Fast paced environment with multiple priorities, interruptions & deadlines. Work hours may include some nights, weekends, and travel in and out of state. MaineHousing office hours are Monday – Friday from 8:00am to 5:00pm. Telework options may be considered, if appropriate, after 6 months employment.


Reports To: Director of Energy & Housing Services


Supervises: Fiscal Compliance Coordinator and Fiscal Officer


The starting salary for this position is $72,706, plus a comprehensive benefits package, including, but not limited to, health, dental and vision, retirement options with employer match, life insurance, short and long-term disability, employee assistance, generous earned time and all major federal holidays. Employment is eligible for the Public Service Loan Forgiveness Program.
