VIP Community Services (“VIP”) is a mission-driven nonprofit organization with over 50 years of service in the Bronx. Founded in 1974, VIP provides a full continuum of health and social services, including medical care, behavioral health, substance use treatment, supportive and affordable housing, vocational support, shelter, and other community-based services. VIP operates a Federally Qualified Health Center (FQHC), a Certified Community Behavioral Health Clinic (CCBHC), residential and outpatient addiction programs licensed by OASAS (including a 1,500-capacity Methadone program), and a Mobile Medication Unit (MMU).

    


Position Summary

The Chief Medical Officer (CMO) is a key member of VIP’s executive leadership team.

Reporting directly to the President & CEO, the CMO is responsible for advancing and

integrating the clinical vision, operations, and strategy across VIP’s diverse programs. The CMO leads initiatives that ensure clinical excellence, fiscal sustainability, compliance, and strategic growth while advancing VIP’s mission of providing high-quality, trauma-informed, and culturally competent care to the Bronx community.

The ideal candidate is a seasoned and compassionate clinical leader with deep experience in addiction medicine or a related field, and a strong track record in health care administration, innovation, and team leadership.

    
 

Key Responsibilities

Strategic Leadership & Growth

· Work in partnership with the President & CEO and executive team to shape and execute

clinical strategies aligned with VIP’s mission and long-term goals.

· Monitor and respond to healthcare market trends, regulatory shifts, and payer dynamics

relevant to VIP’s service lines (FQHC, CCBHC, OASAS, housing, etc.).

· Identify and implement innovative, data-informed strategies to expand access, improve outcomes, and ensure clinical sustainability.

  

Clinical Oversight & Operations

· Provide executive leadership for all clinical services across VIP, ensuring integration, efficiency, and patient-centered care delivery.

· Partner with the Chief Clinical Officer (CCO) to ensure FQHC services are high-quality, compliant, and achieve an annual margin of 3%, leveraging tools like telehealth (within FQHC rate), patient home monitoring, provider incentives, and preceptorship programs.

· Partner with the Chief Program Officer (CPO) to support OASAS-licensed services, ensuring continued accreditation, operational excellence, and strong clinical outcomes.

· Promote interdisciplinary collaboration across departments to ensure continuity and quality of care across all programs.


Quality & Compliance

· Champion a trauma-informed, patient-centered care model that emphasizes clinical excellence, cultural humility, and equity.

· Lead the development and execution of the organization's clinical quality strategy, including outcome measurement, risk management, and continuous improvement initiatives.

· Ensure compliance with all federal, state, and local regulations, including HRSA, DOH, OASAS, SAMHSA, and Medicaid & Medicare& other payors.


Workforce Leadership & Development

· Build and maintain a qualified, diverse, and mission-aligned clinical workforce.

· Support the recruitment and retention of highly qualified healthcare professionals through community partnerships, academic affiliations, and clinical preceptorships.

· Foster a culture of accountability, learning, and inclusion that supports staff development and patient advocacy.


External Engagement

· Serve as a clinical ambassador for VIP, building partnerships with government agencies, healthcare providers, academic institutions, and community organizations.

· Promote VIP’s clinical expertise and impact to key stakeholders and potential

collaborators.

Requirements

 

· Medical Degree (MD or DO) from an accredited institution; Board Certification in Addiction Medicine or a related clinical specialty required.

· Current NYS license or eligibility to obtain.

· At least 3 years of progressively responsible clinical and administrative leadership experience, preferably in community-based, integrated health care settings.  

· Good understanding of FQHC operations, behavioral health, substance use treatment, and population health models.

· Proven experience in healthcare finance, value-based care, and quality improvement.

· Strong interpersonal, communication, and leadership skills, with the ability to influence, inspire, and build consensus across      diverse teams and stakeholders.

· Demonstrated commitment to health equity, social justice, and serving historically marginalized communities.
