Job Title: Transfer Station Manager

Reports to: Solid Waste Manager

Summary/Objective: Manages the daily operations of the Henderson Transfer Station.
Essential Functions:
· Monitors employee performance, trains new employees, and recommends personnel actions.
· Organizes work schedules and work assignments for Transfer Station employees assigned to the Transfer Station.
· Maintains performance folders on each employee.
· Monitors and maintains time and attendance records.
· Maintains an inventory of all items per guidelines in the Administrative Code.
· Purchases materials and supplies per guidelines in the Administrative Code.
· Drafts, administers, and monitors compliance of operating budget of the Transfer Station.
· Ensures that the Transfer Station operates according to state permits and regulations.
· Oversees suspicious behavior, random, and accident drug testing for the Transfer Station.
· Assumes responsibility for Transfer Station employees in the event of his/her absence.
· Conducts random and suspicious inspections of incoming trash.
· Performs daily bank deposits of funds received.
· Files and maintains incident and accident reports.
· Schedules all maintenance and repairs of Transfer Station equipment.
· Drafts policies and operational procedures to ensure the transfer station operates effectively in maintaining a safe and efficient working environment with a customer-oriented focus.
· Ensures that county, state, and federal safety regulations are followed.

· Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, regulators and the public.
· Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
· Reasoning Ability: Ability to define problems, collect data, establish facts and draw valid conclusions.
Supervisory Responsibilities: This position directly supervises all employees of the Transfer Station. Carries out supervisory responsibilities in accordance with the Daviess County Fiscal Court’s policies and applicable laws. Responsibilities include interviewing and hiring employees in conjunction with Human Resources Department, training employees, planning, assigning, and directing work, appraising performance, rewarding and disciplining employees in conjunction with the Administrative Code, addressing complaints, and resolving problems.

While performing the duties of this job, the employee is regularly exposed to fumes or airborne particles and outside weather conditions. The employee is frequently exposed to moving mechanical parts. The noise level in the work environment is usually moderate to high.

Required education and experience: Bachelor’s degree or at least two years of related experience and/or training; or equivalent combination of education and experience.
Additional eligibility qualifications: Valid driver’s license; Commercial Driver’s License (CDL) Class A; additional licensure as required by the Kentucky Environmental and Energy Cabinet for Transfer Stations.
