Description

Resicum International LLC is seeking an Army Training Requirements and Resources System (ATRRS) Administration Specialist to support the Maneuver Center of Excellence (MCoE) G3 Staff Section at Fort Benning, Georgia. This position provides expert ATRRS administration, Initial Entry Training (IET) scheduling liaison, and system support across MCoE and subordinate organizations. The specialist serves as the primary MCoE G3 ATRRS subject matter expert, coordinating directly with TRADOC, TOMA, and HRC to manage training seat allocation, class scheduling, and system administration.


Duties and Responsibilities

  • Administer ATRRS for the MCoE G3 at the division, brigade, battalion, and company level; manage all ATRRS functions including class scheduling, seat reservation, cancellation, and reporting.
  • Serve as the primary IET liaison between MCoE G3 and TRADOC Training Management Office (TOMA), Human Resources Command (HRC), and subordinate IET Brigades.
  • Train MCoE users on ATRRS functions, screens, and procedures; provide one-on-one instruction and group training as required.
  • Troubleshoot ATRRS issues reported by MCoE and subordinate users; resolve issues within 1 working day and escalate persistent issues to TRADOC TOMA within the same window.
  • Prepare and disseminate ATRRS data correspondence and system reports within 3 working days of request.
  • Process IET scheduling changes and seat reallocations within 3 working days of request.
  • Post ATRRS meeting notes and coordination records to MCoE G3 SharePoint within 2 working days.
  • Monitor ATRRS seat fill rates for MCoE-supported courses; prepare periodic reports on fill rates, trends, and shortfalls for G3 leadership.
  • Coordinate ATRRS access for new MCoE users; manage account creation and permission levels.
  • Maintain knowledge of TR 350-18, TR 350-06, and all applicable TRADOC guidance governing ATRRS administration.
Requirements

 

Required Qualifications

  • Bachelor's degree in a relevant field; two years of relevant experience may be substituted for one year of education at a 2:1 ratio.
  • Active SECRET security clearance, verifiable in DISS.
  • Active, verified ATRRS access at time of employment; ability to demonstrate ATRRS proficiency across all required screens and functions.
  • Minimum of 3 years of experience administering ATRRS at the brigade, division, or installation level.
  • Demonstrated experience as an IET liaison with TRADOC TOMA, HRC, or subordinate IET Brigades.
  • Experience training users on ATRRS functions and procedures.
  • Ability to troubleshoot and resolve ATRRS system issues within 1 working day.
  • Knowledge of TR 350-18 and TR 350-06 or demonstrated ability to learn applicable regulations quickly.
  • Proficiency in Microsoft Office Suite; experience preparing and distributing data reports.
  • Strong written and oral communication skills; ability to communicate technical ATRRS issues to non-technical users.

Preferred Qualifications

  • Prior service in an Army G1/S1 training management or G3 ATRRS administrator role at battalion level or above.
  • Former Army 42A (Human Resources Specialist) or 25B (Information Technology Specialist) with direct ATRRS administration experience.
  • Experience at a TRADOC Center of Excellence or IET Brigade.
  • Familiarity with TRADOC TOMA and HRC organizational structures and procedures.
  • Experience managing ATRRS seat fill reporting for a large training base or installation.

This is a non-personal services contract position. Contractor personnel are not Government employees and will identify themselves as contractor personnel in all communications. All contractor employees must sign a Non-Disclosure Agreement prior to beginning performance. Government will provide workspace, computers, and equipment. Telework is not authorized.
