Description

  

Primary Purpose of Position: The Accountant oversees and administers all accounting functions for assigned Programs sponsored by the US Department of Housing and Urban Development, the US Department of Energy, and the US Department of Health and Human Services. This position provides support to the Governmental Accounting Manager and serves as an accounting resource to the agency.


Education and Experience: Bachelor’s degree in accounting or related, and two years of experience in formulation, implementing, and administering accounting policies and procedures with a comparable sized organization or a combination of education, training, and experience preferred.


Core Functions:

· Perform all accounting functions for the assigned programs including month-end closing functions, bank and account reconciliations, journal entries, and account analysis

o Prepare complex journal entries

o Complete reconciliations for all asset and liability accounts and bank accounts

o Analyze, research, and resolve any variances

· Responsible for program cost coding, allocation of expenses, and cash disbursement functions

o Code all invoices for assigned programs

o Allocate expenses in accordance with appropriate program series

· Prepare various schedules, work papers, and documentation for external audits

o Prepare audit documentation in accordance with the external auditor’s “Prepared by Client List”

o Respond to questions and provide other documentation as requested

o Prepare Schedule of Expenditures of Federal Awards (SEFA) for A-133 audit

o Prepare (with assistance from the other Federal Programs Accountant) federal Real Estate Assessment Center (REAC) reports

o Review A-133 audit report, research findings and assist in preparation of management responses to findings

· Research, analyze, and implement accounting, program and certain regulations as necessary

o Research accounting, program and certain regulations for the purpose of proposing and implementing accounting policies

· Work extensively with all MaineHousing staff that use program funds in their day-to-day functions

o Assist program departments by providing and reconciling information as needed

· Draw down grants from various federal systems to reimburse MaineHousing for expenses incurred

· Serve as MaineHousing lead person in compiling and reporting all information required under the Federal Funding Accountability & Transparency Act (FFATA)

· Prepare and submit other program reporting as required


Other Duties:

· Serves as a backup to the other Federal Programs Accountant position and specific duties of Program Accountant as needed.

· Serves as lead in compiling data and information associated with FOIA requests

· Develops and maintains Procedures Manual.

· Other duties as assigned

Requirements

  

Skills and Knowledge: 

· Financial institution and governmental (fund) accounting knowledge

· Knowledge of Generally Accepted Accounting Principles (GAAP) and federal regulations

· Strong project management, time management, problem solving, and organizational skills

· Strong PC skills using various software including Microsoft Excel, and Word, 

· Ability to establish and maintain good working relationships with business partners

· Excellent communication skills – oral, written, listening

· Ability to take initiative, work independently, and utilize creative and analytical skills to resolve issues


Working Conditions: Fast paced environment with multiple priorities, interruptions & deadlines. Work hours may include some nights, weekends, and travel in and out of state. MaineHousing office hours are Monday – Friday from 8:00am to 5:00pm. Telework options may be considered, if appropriate, after 6 months employment.

The starting salary for this position is $62,932, plus a comprehensive benefits package, including, but not limited to, health, dental and vision, retirement options with employer match, life insurance, short and long-term disability, employee assistance, generous earned time and all major federal holidays. Employment is eligible for the Public Service Loan Forgiveness Program.
