Description

  

Primary Purpose of Position: The Director of Multifamily Development is responsible for the day-to-day management of the department and is responsible for the administration, implementation, and management of the multifamily and supportive housing lending programs and staff.


Education and Experience: Appropriate education and six years of experience in commercial or housing development, real estate lending, business or public sector administration, and project management; or a combination of ten years of experience, training, and education in a leadership role, and four years of supervisory experience.


Core Functions:

Supervise, coach, and develop staff

o Provide guidance to staff in the performance of their job responsibilities and resolving problem situations

o Conduct regular coaching sessions with staff

o Work with staff to develop department and individual goals

o Determine and realize training needs of staff 


Business Development, Partner Engagement and Strategic Planning

o Cultivate and maintain strong positive relationships with developers and partners

o Collaborate with developers and partners to address mutually shared goals and intended outcomes

o Seek regular feedback to ensure that the programs are effective in meeting goals and benchmarks

o Lead the strategic planning effort for the development and implementation of multifamily and supporting housing programs 

o Evaluate and monitor the Qualified Allocation Plan (QAP) and other program guides for maximum efficiency in design, scoring and cost containment

o Develop benchmarks for performance and system improvements

o Maintain an effective project planning system to ensure that deadlines are met and costs are closely monitored relative to project budgets

o Monitor building trends and regulations to ensure effectiveness, competency, compliance, and proper risk management

o Oversee the technological efforts using Prolink (multifamily development system) to track projects, and manage the collection of data for each project and provide reports to Planning and Research team and management as required throughout the year


Operational Planning

o Oversee the day-to-day administration, implementation, and management of the multifamily and supportive housing lending programs, ensuring compliance with state and federal regulations and internal policies

o Budget and allocate resources for individual projects to maximize the use of available funding

o Convene internal and external partner meetings to identify and discuss desired program changes and policy objectives 

o Present final program design recommendations to the Program Design Committee for approval as appropriate

o Work closely with all interested parties during the QAP drafting, editing and public hearing process to ensure all program changes are complete and accurately addressed


Underwriting & Analysis

o Direct the processing of all transactions in the project pipeline

o Consult with department managers on assignment of staff to projects

o Ensure proper initial meetings with developers are conducted

o Guide and assist staff as issues arise with each transaction

o Approve all presentations prior to Loan Committee

o Monitor staff performance on each transaction through the loan closing, construction, and loan close-out phases

o Ensure a proper transition of responsibilities to Asset Management Department

Ø Serve on MaineHousing’s Leadership Team with the 12 other department directors

Ø Oversee annual department operating budget, including financial goals and allocation of program resources 

Ø Other duties as assigned

Requirements

  

Skills and Knowledge: 

· Management experience in housing, real estate, or banking

· Demonstrated experience in the financing and/or development of multifamily housing projects including underwriting

· Experience or familiarity with government programs and regulations

· Demonstrated leadership with a high level of ingenuity, creativity, judgment, and problem-solving skills

· Effective project management, time management, and organizational skills

· Strong interpersonal skills showing the ability to establish and maintain good working relationships with business partners

· Excellent communication skills – oral, written, listening, including speaking in front of groups

· Experience in continuous improvement, performance management and improved efficiency in program delivery

· Ability to take initiative, work independently, and utilize creative and analytical skills to resolve issues


Working Conditions:  Fast paced environment with multiple priorities, interruptions & deadlines. Work hours may include some nights, weekends, and travel in and out of state. MaineHousing office hours are Monday – Friday from 8:00am to 5:00pm. Telework options may be considered, if appropriate, after 6 months employment.


Reports To: Senior Director of Finance & Lending


Supervisors: Multifamily Underwriting Manager and Construction Services Manager


The starting salary for this position is $93,512, plus a comprehensive benefits package, including, but not 

limited to health, dental and vision, retirement options with employer match, life insurance, short and long-term disability, employee assistance, generous earned time and all major federal holidays. Employment is eligible for the Public Service Loan Forgiveness Program.
