The Manager of Jobs Work! Arundel is responsible for overseeing the program that provides opportunities for TANF and SNAP recipients to acquire or improve their skills, improve career opportunities, and reach financial self-sufficiency.
ESSENTIAL FUNCTIONS/RESPONSIBILITIES
• Directs daily operations of Jobs Work! Arundel program to ensure quality career coaching is utilized and activities are conducted in compliance with eligibility, performance requirements, and stated outcomes.
• Implements the best practices of career coaching, job development, and case management.
• Conducts strategic planning for the program.
• Develops and maintains relationships with community partners. Develops strategies for collaboration.
• Maintains accurate and accessible records to facilitate reporting of performance data and outcomes, as required; provides documentation and data in a timely fashion, as requested.
• Ensures the accurate and timely reporting of performance measures and monthly billing, as required by AAWDC internal reporting requirements, maintaining accurate and accessible data.
• Manages grant performance and budget.
• Participates in the development of related RFP’s and grant proposals by providing data, conducting best practices research, and performing related functions, as needed.
• Participates in programmatic and financial audits of assigned program(s), as required.
• Models the AAWDC core values of Innovation, Collaboration, and Excellence.
• Identifies demand-driven solutions to be implemented in programmatic efforts.
• Assists in the development of the annual economic impact report that demonstrates the effort of AAWDC in providing Anne Arundel County residents employment and contributing to the economy of the county.
• Performs supervisory functions to include interviewing, performance monitoring, and coaching, to ensure that compliance requirements are met.
• Provides constructive feedback, coaching, and training to employees experiencing performance challenges; employs and documents corrective actions as necessary in compliance with applicable policies, procedures, and regulatory requirements.
• Conducts assigned staff training to facilitate service excellence, motivation, and work satisfaction, in accordance with contractual requirements and program goals.
• Ensures that program staff and work environment present a professional image, consistent with AAWDC policies and procedures relative to attendance, external communications, professional appearance, etc.
• Supports program staff in overcoming barriers to meeting goals and objectives by maintaining open and accessible communications and providing opportunities for performance improvement and professional development.
• Facilitates team development among program staff across functional units and sites to foster collaboration and motivation to exceed standards.
• Oversees the coordination and/or participation in special events in collaboration with AAWDC internal and external partners as needed.
• Works in conjunction with other AAWDC departments/programs to ensure that all AAWDC customers obtain quality workforce training and employment assistance services.
• Ensures that successful employment outcomes are documented.
• Directly manages the operations manager and front-line staff.
• BA/BS degree in Human Services, Public Administration, or related field.
• MSW or other master’s level degree strongly preferred.
• Five or more years in Human Services, to include a minimum of 3 years supervisory and program development experience.
• Coursework in Business Management of non-profit organizations, multi-cultural organization development, and career coaching/development a plus.
• Workforce development experience.
KNOWLEDGE/SKILLS/ABILITIES
• Community advocacy and a commitment to the delivery of exceptionally culturally sensitive programs.
• Knowledge of Social Services system, specifically DHS/DSS
• Excellent oral and written communication skills.
• Ability to successfully manage multiple existing projects and deadlines with attention to detail while developing new initiatives.
• Strong leadership and communication skills, including empathetic listening, collaboration, and problem-solving.
• Knowledge of Anne Arundel County Human Service organizations, demographics, and communities is highly recommended.
• Experience working with a low-income population
• Membership(s) in professional organizations and certifications also highly desired.
• Proficiency in Windows and Microsoft Office (Word, PowerPoint, Access, and Excel).
