We are seeking a highly skilled Program Analyst to provide high-level operational, analytical, and administrative support to the Science Advisory Board and its associated Work Groups. This role focuses on the structural management of board activities, maintaining scientific program quality, and facilitating rigorous reporting and meeting protocols. This position is contingent upon contract award.
Key Responsibilities:
- Develop and maintain comprehensive Program Plans, including baseline milestone schedules, task assignments, and tracking parameters for board recommendations.
- Lead the coordination of all Board and Work Group meetings, including agenda development, participant tracking, and facilitation of the public comment process.
- Draft, edit, and finalize official meeting minutes, after-action reports, and supporting materials with high accuracy.
- Conduct ongoing research to support board objectives and manage citations relevant to environmental and weather enterprise priorities.
- Bachelor’s degree in environmental studies, marine affairs, marine biology or related.
- Minimum of 3-5 years of demonstrated experience in managing and coordinating marine policy or science advisory relations within a NOAA mission-driven environment/contract.
- Demonstrated ability to manage complex schedules, facilitate public meetings, and draft high-quality reports without external supervision.
- Ability to interact effectively with senior leadership and external stakeholders with a high degree of discretion and professionalism.
- Capacity to manage multiple competing deadlines in a fast-paced "quick response" environment.
- Excellent verbal communication and training skills, with the ability to explain complex congressional procedures to non-experts.
- Willingness and ability to travel as needed to support events and related logistics.
