Oversight of projects using best practice project management techniques.
Duties and Responsibilities
Responsible for the overall performance of the task order such as formulating work standards; assigning contractor schedules and resources; reviewing performance, cost, and budget information; supervising contractor personnel; and communicating policies, purposes, and goals of the organization to subordinates.
• Build and lead effective, energized teams
• Interface with client sponsor and other stakeholders on all aspects of the program
• Leverage tools and techniques to accelerate project progress and success
• Supervise all staff efforts
• Work collaboratively with a blended team of partner and government personnel
• Assign duties to subordinates and ensures that assignments are completed as directed
• Chair, manage, or facilitate program meetings, communicating individual roles and program expectations
• Ensure that all program team members have the tools and training required to perform effectively
• Manage conflict resolution within the framework of business and program objectives
• Develop and manage detailed work plans and schedules to ensure on time, high quality project delivery
• Redirect resources as necessary to complete tasking in accordance with project milestones
• Enforce work standards and reviews/resolves discrepancies to ensure objective compliance in addition to performing quality checks of all work products
• Implement project operating procedures including communication, documentation, quality, and change control processes
• Coordinate, approve, and track all program related expenses including all hours, materials, and services
• Conduct risk assessment of strategic, technical, financial, political or business factors facing the project
• Develop proactive mitigation plans to reduce risk to project
• Manage program budget to meet project goals
• Conduct Earned Value Management (EVM) analysis of specified programs/projects
• Assist program office with checking the quality of systems developed under projects as well as performance of other vendors under independent programs
• Assist the program office with drafting technical evaluations for products and proposals
Minimum/General Experience: 12 years’ experience
Minimum Education: MS/MA in an associated discipline or the equivalent years in experience
Security: Ability to obtain/maintain a Public Trust
Moderate Background Investigation (MBI) A MBI is conducted by Office of Personnel Management (OPM) and covers a five (5) year period. It consists of a review of National Agency Check (NAC) records [OPM Security Investigations Index (SII), Department of Defense (DOD) Defense Central Investigations Index (DCII), FBI name check, and a FBI fingerprint check], a credit report covering a period of five (5) years, written inquiries to previous employers and references listed on the application for employment; an interview with the subject, law enforcement check; and a verification of the educational degree.

• PMI certification for Program Management Professional (PMP) or education equivalent
• Demonstrate a collaborative, open, leadership style
• Ability to be on client site (Washington, DC) as needed
• Ability to work from home and perform duties with a remote located team
• Experience in one or more of the following areas: acquisition, process reengineering, governance, policy, communication, change management, organizational design

• Experience with the Veterans Affairs
• Experience managing and leading staff/teams providing large-scale programmatic management and oversight to acquisitions programs
