Description

@Orchard LLC is seeking an experienced Federal Grants and Program Operations Specialist to support a highly visible NOAA program. This position is contingent upon contract award. Employment is subject to contract award and successful completion of all applicable pre-employment requirements.


The Federal Grants & Program Operations Specialist provides advanced analytical, technical, and program management support across the federal grant lifecycle, supports competitive funding initiatives, fellowship operations, technical reporting, and strategic program execution. The role works closely with NOAA officials and supports the Program Manager with operational activities, contract coordination, workload planning, reporting, and day-to-day program execution.


Responsibilities

  • Manage grant lifecycle administration from application through award and post-award support.
  • Coordinate national grant competitions, review panels, and proposal logistics.
  • Conduct technical research, program analysis, and evaluation.
  • Prepare reports, implementation plans, communications, and briefing materials.
  • Support fellowship and program operations.
  • Develop stakeholder communications and outreach products.
  • Support the Program Manager with operational planning, reporting, workload coordination, and contract administration activities.
  • Ensure compliance with federal policies and program requirements.
Requirements
  • Bachelor's degree in environmental science, marine science, or related field.
  • A minimum of 5 years of experience supporting federal grants management lifecycle and relevant program support within a NOAA mission-driven environment/contract.
  • Must have strong analytical, technical writing, and communication skills.
  • Experience using grant management systems, databases, or other enterprise applications to support program administration, reporting, and records management.
  • Proficiency using Microsoft Office 365 and Google Workspace (Docs, Sheets, Slides, Drive), with the ability to prepare professional reports, presentations, spreadsheets, and collaborative documents.
  • Must be available for occasional travel to the program HQ.
  • Experience with scientific or research programs is preferred.
