Trout Unlimited takes care of the rivers and clean water that trout, salmon and communities around the country depend on. We are a nationwide network of advocates, outdoor-enthusiasts, volunteers, anglers and staff dedicated to protecting places where trout and salmon thrive and recovering rivers and fisheries that need help. We want to make sure healthy rivers and fisheries are available for all people to use and enjoy.
Trout Unlimited has 300,000 members and supporters supported by a respected staff of organizers, lawyers, policy experts, and scientists, who work out of more than 45 offices across the country. The California program has 20 staff located in Emeryville, Ft. Bragg, Truckee, and home offices around the state. Every year our team manages dozens of river flow and habitat restoration projects, with focal areas on the North Coast, Sacramento Valley, and the Sierras, and we advocate for strong conservation policies by the state and federal government.
The California Operations and Grants Manager will report directly to the California Director and will be responsible for managing the operations of the California Program, with a particular focus on grant and contract management. This position will help manage the roughly $12m annual California Program budget. In particular, the person will help Program Directors and Project Managers achieve project success by managing funding awards throughout their lifecycle: from proposals, to grant execution and contracting, to invoicing and reporting, and project closure.
The preferred location is the Emeryville office. We would consider locating the position at our Truckee or Ft. Bragg offices.
DUTIES AND RESPONSIBILITIES
· Business Operations: Manages all CA staff business operations. Works closely with CA Director to continually improve support and coordination across all programs to increase efficiency. Identifies and executes process and system improvements.
· Planning and Budgeting: Works closely with Accounting and Program staff to (1) develop annual and mid-year budgets and assist with budget adjustments; (2) manage and track incoming revenue from private or government grants; (3) track cost-sharing requirements; and (4) review timecards, invoices, and expense reports prepared by CA senior staff.
· Grants Development: Supports Project Managers with public and private grant opportunities to (1) track grant solicitations; (2) support proposal development, writing, and reporting; (3) conduct targeted research to further programmatic or fundraising goals; (4) update project tracker database.
· Contracting: (1) works closely with California program staff and TU General Council to maintain template contracts for common CA Program contract types; (2) manages post-award contract and subcontract development and negotiation with external parties; and (3) manages post-award contract administration including dissemination of award information and other required documents such as insurance certificates, audits, license information, and budget information.
· Compliance: works with national compliance team and General Counsel to (1) ensure that program files are managed appropriately; (2) ensure grant compliance according to government regulations and grant agreements; and (3) support construction contracting and implementation compliance specific to California state labor and construction law.
· Office Assets: Serves as point of contact for office leases and other office matters.

· Bachelor’s degree and five years of experience in a relevant field.
· Experience with grant preparation and management, especially state and federal funds; public works contracting and procurement; project management; budgets; and non-profit management.
· Experience with OMB Uniform Guidance for Federal Grants and California state grant-making and compliance is strongly preferred.
· Strong organizational and time management skills with exceptional attention to detail.
· Ability to work independently and as part of a team; experience organizing and leading people in a collaborative environment.
· Ability to juggle multiple projects and overlapping deadlines. The California staff currently manages dozens of on-the-ground restoration and science projects. Each project often has multiple contractors and multiple sources of mostly public funds.
· Valid driver’s license and occasional travel to TU field offices in California.
· Proficiency with Microsoft Office programs.
· The position does not require knowledge of river conservation techniques, but it does require high energy and a passion for rivers, fish, people and conservation.

This is a full-time position with a generous benefits package. The approximate salary range is $70,000 – $80,000 depending on experience.
