Role Summary

This position leads efforts at the intersection of data entry, data quality and systems training for all career-seeker and employer programs and special initiatives, with the support of the Senior Manager, Data Systems & Quality. This position serves as a key support to internal and external partners on data quality and systems, providing the guidance and tools they need to execute accurate, timely and complete data entry across Philadelphia Works’ suite of systems. The role also coordinates program data validation, audits and documentation.


This position will be responsible for the following duties:

  • Maintain robust working knowledge of data entry requirements across all programs including WIOA; TANF EARN; SNAP EARN; Labor Exchange; Youth programs; and special initiatives. These include Philadelphia Works guidance and state and federal data entry and quality guidelines, including the WIOA PIRL; WIOA program performance; EARN performance; CWDS data entry guidance; and other data entry requirements.
  • Serve as the leading point of contact for external and internal partners on data entry, quality and systems training questions and support.
  • Develop strong working relationships with internal and external partners who enter data into Philadelphia Works’ data systems or report data to the organization through other means. These partners include PA CareerLink® centers; training providers; apprenticeship partners; employers; strategic initiative partners; and other entities.
  • Proactively communicate across teams, functions and roles to share knowledge, support evaluation of current processes and identify opportunities for improvement.
  • Perform other duties as assigned.

Data Entry

  • Respond in a timely and thorough manner to internal and external partners’ questions on data entry, data quality and data systems. Identify appropriate direction in existing data entry guidance. 
  • Collaborate with the Workforce System Analyst (Training) to integrate incoming requests for data support into new training and data entry guidance.
  • Create drafts of “how-to” posts on the Data Entry, Systems & Quality SharePoint. Share all drafts with Workforce Systems Analyst (Training) and Senior Manager, Data Systems & Quality for review before posting.
  • Review requests for technical data entry support in Philadelphia Works’ suite of data systems and assign to appropriate staff.

Data Quality

  • Ensure that data validation and data audit efforts across programs (WIOA, EARN, Labor Exchange, Youth, special initiatives, etc.) are executed effectively within deadlines.
  • Support Workforce team as they manage data monitoring and compliance; serve as best practices expert and provide leadership throughout process.
  • Lead accurate and timely resolution of all data discrepancies identified in daily work and/or during data validation and data audit efforts.
  • Support external partners as they use and interpret data quality tools, such as data quality dashboards provided by Philadelphia Works, so that they can understand gaps in data entry and correct issues.
  • Manage document uploads required of Philadelphia Works by state and federal entities and provide support to external partners as they complete document uploads.
  • Serve as the direct contact for training providers who share data with Philadelphia Works via monthly Training Provider Status Updates, as part of the Training Provider Reporting Project. Initiate monthly data requests to providers, following up and troubleshooting with the provider as needed.
  • Work closely with Data Systems Analysts to carry out all steps in the Training Provider Reporting Project process, proactively communicating to keep the project moving forward each month.


Systems Training

  • Provide data entry training to external partners for all programs in partnership with the Workforce Systems Analyst B, including WIOA; TANF EARN; SNAP EARN; Labor Exchange; Youth programs; and special initiatives. 
  • Partner with the Workforce Systems Analyst (Training) to integrate data quality findings into data entry trainings for external partners.
  • Train training providers on training provider reporting projects and use of Philadelphia Works systems to successfully provide trainee status updates to the organization.
  • Train internal and external partners on data collection process steps and related data entry for new and existing processes, as a need for retraining or clarification occurs.
Requirements

  

Education/Professional Experience

Bachelor’s Degree from an accredited college or university in Business Analytics, Information Systems or relate field and 3 years data systems or data management as well as customer service related experience.


Or, any combination of education and experience determined to be acceptable.

  • Must be able to meet deadlines and work on multiple projects on tight timelines
  • Ability to relate to people of diverse educational and cultural backgrounds as well as government agencies, public officials and all levels of management
