The Senior Advisor for Monitoring, Evaluation and Learning provides technical and subject matter expertise to the J/TIP Office. This position is part of the Resource Management and Planning team under the direction of the Deputy Senior Coordinator.
The Senior Advisor for Monitoring, Evaluation and Learning designs and implements performance management systems, processes, evaluation plans and knowledge management for the Office. The Advisor works with the Bureau Planner and the Program Monitoring (PM) Working Group to develop the annual Strategic Review and other planning products. Also, the incumbent coordinates with other Office teams and develops plans to ensure compliance with Department monitoring and evaluation guidance. The Advisor leads efforts to implement a knowledge management system to manage, analyze, and visualize performance data. Develops reports on outcomes, impacts, challenges, success stories, and lessons learned for Department and office reports and communications products and organizational learning. This position works closely with the Bureau Evaluation Coordinator (BEC) and other relevant stakeholders to accomplish program objectives and goals. In the event that the BEC position is vacant the Senior Advisor may be asked to execute the full range of duties and responsibilities of the BEC. When the Senior Advisor acts as the BEC, inherently governmental functions will be reserved to the Deputy Senior Coordinator of the RMP team or delegated to another government staff member within the RMP team with requisite knowledge, skills, and abilities to direct the
performance of the Senior Advisor.
Works in coordination with the Bureau Planner to provide guidance and input to Program Monitoring Working Group members to develop performance management systems and processes that help measure the TIP Office’s impact on trafficking in persons. Develops program design guidance and performance measurement plans linking performance indicators to Functional Bureau Strategy goals.
Monitoring and Evaluation (M&E)
Works in conjunction with PM Working Group to implement performance measurement systems, processes, and plans to facilitate accurate and reliable data collection, analysis, and reporting. Develops, plans, and prepares solicitations for independent evaluations. Provides M&E technical expertise and works with the Evaluation Coordinator to manage the implementation of external evaluations of J/TIP Office-supported programs and projects. Participates in F Bureau processes supporting M&E priorities and activities.
Defines requirements and coordinates with key stakeholders in the J/TIP Office and other offices and bureaus to implement a system to store, analyze, visualize, and share collected data.
Reports on monitoring and evaluation outcomes, impacts, challenges, success stories, and lessons learned for Department and office reports and communications products. Coordinates and drafts responses to data calls on TIP Office supported programs, funding information, program accomplishments and trends, and strategic planning.
Promotes organizational learning by analyzing data to support evidence-based decision making, identify lessons learned and good practices, and facilitate both internal and external evaluations. Collaborates with other teams in J/TIP to promote organizational learning across the office. Participates in Department and interagency learning activities which may include training events and communities of practice, related to performance measurement. Develops, organizes, and disseminates learning products to share information and lessons learned.
Other Duties as Required
Supports special projects related to the J/TIP Office and other activities related to monitoring, evaluation, and learning.
NECESSARY SKILLS & KNOWLEDGE
Ability to demonstrate excellent organizational, interpersonal, and analytical skills. Ability to communicate effectively both orally and in writing. Ability to liaise within the J/TIP Office and with other Department bureaus and offices as well as external organizations. Experience in anti-human trafficking, criminal justice, rule of law, or international affairs desired. Advanced proficiency in Microsoft Office Excel and throughout the rest of the Microsoft Suite, as well as data visualization expertise is desired. Prior knowledge of U.S. government programs and grants processes is desired.
Demonstrated knowledge and experience related to performance management, monitoring and evaluation, data analysis, governance, and data visualization is desired including deep knowledge of a range of monitoring and evaluation philosophies and techniques.
