Delta Dental of Iowa invites applications for Application Development Manager to lead Delta Dental of Iowa’s development environment including oversight of the implementation, ongoing maintenance, and documentation of Delta Dental’s front end web, mobile and back office application environment. You will provide day to day leadership and work closely with team to help mentor them to reach approved objectives. Responsibilities cross multiple disciplines and will support continued maturity of Delta Dental’s development environment through the design, implementation and ongoing support of application constructs and processes within a JAVA, PowerBuilder and Oracle environment. This is an opportunity to work closely with a highly skilled tight-knit team on the implementation of new product initiatives.

Essential Functions and Principal Accountabilities: 

  • Provide day to day leadership, problem solving and team coaching/mentoring to help achieve approved objectives. Work with Sr. Technical Business Analysts (Sr. TBA) to ensure projects are completed on-time and within budget or time constraints. Oversee projects and initiatives to insure timely delivery and team objectives are met
  • Provide leadership of team including hiring, performance management, coaching, and development to enhance performance, build employee engagement and model the organization’s core values. 
  • Lead the design, development and implementation of the Delta Dental web, mobile, front end and back office applications related to supporting the business environment.
  • Serve as the first point of escalation for ticket resolution. Provide technical leadership as part of a dynamic team in a technologically demanding environment. A high degree of interaction and leadership is required with team members across the business.
  • Along with Sr. TBA, use systematic approach to track development activity interdependencies and schedules; plan and schedule current activities; adapt as plans are changed due to changes in priorities and requirements.
  • Lead the analysis, design, documentation and implementation efforts for complex system design, systems analysis and programming activities.
  • Lead assigned development team members. Provide training/instruction and technical mentoring to the development team as required.
  • Follow and improve the standardized software development lifecycle from Idea to Deployment to Sustaining.
  • Lead efforts for complex bug verification and release testing for newly implemented/altered systems.
  • Identify improvements needed in performance or functionality of familiar systems.
  • Interface effectively with both internal and external customers; delegate responsibilities to others; keep the development team informed of independently made decisions.
  • Research new technology or development tools; stay current on activities within the department, company and industry.
  • Has greater interaction with clients where applicable; actively participates in presentations, technical demonstrations, etc.
  • Select appropriate development tools and define coding standards to meet department needs.
  • Independently perform technical or functional research.
  • Exercise judgment to determine appropriate solutions to internal or external customer technical issues.
  • Communicate (both written and verbally) with technical and non-technical staff, as well as with upper management on technical issues or business concepts in a clear, concise manner.
  • Work with other Technology and Business leaders to develop and/or oversee corporate development strategy, architecture, data management standards and conventions are in place and followed.
  • Job requires confidentiality with regard to information acquired in carrying out the job functions.
  • Provide on-call support when necessary.
  • Perform other duties as assigned.         
Requirements


  1. Bachelor’s degree in Information Systems, Computer Science, or related degree with 7-10 years of experience in application development, or an equivalent combination of education, training and/or working experience.
  2. Advanced knowledge of SQL and database design principles, preferably Oracle.
  3. Extensive experience with PC based development, using high-level languages, such as Java, PERL, C# or VB.NET. Experience with Sybase PowerBuilder is preferred.
  4. 2-4 years experience with website design using HTML and JavaScript. 
  5. Web server setup and administration experience, preferably using Apache Tomcat.
  6. 2-4 years experience with development using version control systems either centralized (TFS, SVN) or distributed (Git, Mercurial).
  7. Excellent verbal, listening, and written communication skills.
  8. Strong project management, relationship management and organization skills.
  9. Possess strong leadership qualities, resourcefulness with the ability to be accurate, consistent and detail oriented.
  10. Creativity, critical thinking and problem-solving skills required
  11. Insurance industry experience is preferred.
