The One 23 Group, a Virginia-based Government Contractor, seeks a Proposal & Capture Execution Manager, local to the Washington, DC area.

 POSITION OVERVIEW

 The Growth & AI Operations Analyst plays a key role in supporting growth initiatives across DHS, DOJ, DoW and other federal agencies. This position provides early-career professionals with hands-on exposure to federal capture strategy, proposal development, AI-enabled growth operations, and executive-level business development activities.

The ideal candidate is highly organized, detail-oriented, and eager to grow within a fast-paced federal contracting environment. This role works closely with proposal managers, capture leaders, technical SMEs, and corporate leadership to support the successful pursuit of strategic federal opportunities.

This position is ideal for candidates interested in building long-term careers in federal growth, capture management, proposal strategy, and AI-enabled business operations.

Federal Proposal & Growth Operations

• Coordinate proposal activities from kickoff through submission across federal opportunities 
• Support proposal schedules, milestones, action item tracking, and cross-functional collaboration 
• Coordinate inputs across technical, management, staffing, pricing, and past performance volumes 
• Support both single-award and IDIQ task order proposal efforts 
• Assist with opportunity tracking, pipeline coordination, and growth operations activities 
• Collaborate with capture managers and proposal leadership to support strategic pursuits 

AI-Enabled Growth & Proposal Innovation

• Support the implementation and use of AI-enabled tools to improve proposal efficiency and quality 
• Assist with AI-driven RFP analysis, compliance reviews, content generation, and proposal automation 
• Help maintain proposal knowledge libraries, reusable content repositories, and templates 
• Contribute to process improvement initiatives focused on automation and operational efficiency 
• Ensure AI-assisted content is validated for accuracy, compliance, and customer alignment 

Compliance & Proposal Coordination

• Assist in developing compliance matrices, proposal outlines, and annotated templates 
• Review solicitation requirements, including Sections L & M, to support proposal alignment 
• Track proposal requirements, deliverables, and review cycles 
• Support preparation and coordination for Pink, Red, Gold, and Executive reviews 
• Help ensure proposals are compliant, well-organized, and delivered on schedule 

Content Development & Collaboration

• Coordinate contributor inputs, content integration, and version control activities 
• Perform light editing for consistency, formatting, readability, and messaging alignment 
• Support development and maintenance of proposal templates and standards 
• Collaborate with technical writers, SMEs, recruiters, and operational teams during proposal development 

Final Production & Submission

• Support final proposal preparation, formatting validation, and submission readiness reviews 
• Conduct compliance and quality assurance checks prior to submission 
• Assist with electronic proposal submissions through federal procurement portals 
• Help ensure final deliverables meet customer instructions and submission deadlines
    

Required Qualifications

• 2–4 years of experience in federal contracting, proposal operations, growth operations, consulting, capture support, or related business functions 
• Familiarity with federal procurement processes and FAR-based solicitations 
• Exposure to federal proposal development and Section L & M requirements 
• Experience supporting DHS, DOJ, DoW, or other federal agency opportunities preferred 
• Strong organizational, coordination, and communication skills 
• Ability to manage multiple priorities in a fast-paced environment 
• Strong attention to detail and problem-solving skills 
• Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) 
• Interest in AI-enabled business operations, automation, and emerging technologies 

Preferred Qualifications

• Experience supporting federal proposal responses or capture activities 
• Familiarity with proposal management tools, collaboration platforms, or AI-enabled content tools 
• Experience working in consulting, professional services, or government contracting environments 
• Exposure to Shipley-based proposal processes or federal proposal lifecycle activities
