JOB SUMMARY
Responsible for direction of the Plant Operations Department. Responsible for maintaining a comfortable physical environment for patients, personnel, medical staff, and the public in accordance with hospital policy, procedures, and regulatory requirements. Responsible for a preventative and corrective plant operations program to ensure efficient and uninterrupted operation of the entire physical plant and all related operating equipment within the facility. Responsible for the supervision of operation and maintenance of multiple buildings and structures. Maintains performance improvement activities within the department and participates in CQI activities. Assists in formulating budget, cost control and analysis, and Human Resource activities.

DUTIES AND RESPONSIBILITIES
· Develops and administers programs to maintain buildings, grounds, and equipment in accordance with state regulations and administrative guidelines.
· Consults with Administration regarding proposed additions and changes in the physical plant structure and/or electrical, heating, oxygen, and/or refrigeration systems.
· Administers effectively a preventative maintenance program to facilitate uninterrupted service to patients and to assure conditions of employment for employees.
· Serves as a liaison between Hospital Administration and contractors, engineers, and equipment suppliers.
· Assists and actively participates in directing safety, fire control, and civil defense programs as assigned.
· Oversees the Emergency Preparedness (EP)/Safety Programs, including development, implementation, and ongoing monitoring of the Hospital's emergency preparedness plans, safety policies, and regulatory compliance activities; ensures staff training and participation in drills and exercises as required by applicable regulations.
· Oversees the contracted/outsourced security program, serving as the primary liaison to the security vendor; monitors contract performance and service delivery, reviews incident reports, ensures security personnel adhere to Hospital policies and procedures, and escalates concerns to Administration as appropriate.
· Oversees the maintenance of building, grounds, and equipment, including functions of carpentry, painting, plumbing, electrical work, air conditioning, gardening, furniture repair, welding, and other responsibilities as assigned.
· Ensures that the Hospital's interior is painted attractively and in good repair; provides input into keeping patient rooms attractive and modern, as required.
· Monitors the daily use of safety devices by all staff members to maintain safe working conditions; ensures that staff members always wear the prescribed safety equipment appropriate to the task (goggles, gloves, hard hats, etc.).
· Develops and maintains the Department budget.
· Develops record keeping systems, repair and maintenance schedules, charge schedules, and other forms used by the Department.
· Ensures that the Department's staff members know how to respond to fires; functions as the Hospital's fire safety chief.
· Regularly evaluates the performance of the Department as reflected in the physical condition of the facility.
· Develops Department staff via ongoing in-service education, on-the-job training, evaluations, and open monthly Departmental meetings.
· Collaborates with engineers, architects, Administration, and Department Directors to determine specifications for projects.
· Involves Infection Control in all projects to remain current with all CMS guidelines.
· Develops Department staffing schedules and rotations.
· Directs and participates in the human resources management function for the Department by coordinating the selection, promotion, orientation, and performance appraisal processes.
PROFESSIONAL REQUIREMENTS

· Reports to work on time and as scheduled; completes work within designated time.
· Performs department in-services; completes and returns in a timely fashion.
· Works at maintaining a good rapport and a cooperative working relationship with physicians, departments, and staff.

REGULATORY REQUIREMENTS
· Bachelor's Degree in a construction-related field is preferred; in lieu of degree, 5 years of trade experience (e.g., electrical, plumbing, HVAC, general contracting, or construction).
· Previous experience as supervisor of plant services, including experience in disaster planning and fire regulations, is preferred.
· Knowledge of bookkeeping and accounting procedures.
· Ability to set priorities, especially in matters of safety.
SKILLS

WORKING CONDITIONS
May be exposed to infectious and contagious diseases; exposed to hazardous cleaning agents, body fluids, and waste; occasional exposure to unpleasant patient or unit elements. Exerting 50 to 100 pounds of force occasionally, and/or 25 to 50 pounds of force frequently, and/or 10 to 20 pounds of force constantly. These are baseline requirements for adequate performance of this job. Employees may be required to exceed these levels. Job duties are based on an average 8-hour shift.
