About the Position
Under the general supervision of the Chief Impact & Operating Officer, the Director of Housing Stability & Support Services provides strategic leadership and operational oversight for YWCA South Hampton Roads’ emergency shelter, crisis response, and housing stabilization programs. This role ensures survivors of domestic violence, sexual assault, human trafficking, and related trauma receive immediate safety, stabilization, and housing-focused support through trauma-informed and survivor-centered services.
This leader oversees the 24/7 shelter operations, case management services, and housing stabilization programs while ensuring compliance, program excellence, and strong community coordination.
Essential Duties
Program Leadership & Operational Oversight
- Provide strategic leadership and operational oversight for all shelter, housing stabilization, rapid rehousing, transitional housing, and case management services.
- Ensure the delivery of safe, survivor-centered, trauma-informed, and culturally responsive services across all program areas.
- Oversee 24/7 shelter operations to ensure continuous, high-quality service delivery and participant safety.
- Direct program planning, implementation, evaluation, and continuous quality improvement efforts to strengthen outcomes and operational effectiveness.
- Develop, implement, and monitor policies, procedures, and best practices related to shelter operations, housing services, and participant care.
- Monitor program utilization, shelter capacity, housing placement outcomes, service delivery metrics, and overall program performance.
- Ensure alignment of programs and services with organizational mission, strategic priorities, and community needs.
Staff Leadership & Team Development
- Provide leadership, supervision, and support to program managers, shelter leadership, housing staff, and case management teams.
- Foster a collaborative, accountable, and trauma-informed workplace culture that promotes staff engagement and professional growth.
- Oversee hiring, onboarding, training, scheduling, performance management, and staff development initiatives.
- Provide reflective supervision, coaching, and support to leadership and frontline staff working in high-intensity environments.
- Promote staff wellness, resilience, and retention through supportive leadership practices and sustainable operations.
Compliance, Risk Management & Quality Assurance
- Ensure compliance with all federal, state, local, and grant-funded program requirements, including HUD, VOCA, VAWA, and other applicable funding sources.
- Oversee program documentation, data collection, reporting accuracy, confidentiality standards, safety planning protocols, and participant file compliance.
- Ensure adherence to HIPAA, VAWA confidentiality requirements, organizational policies, and all safety and risk management protocols.
- Lead quality assurance and monitoring activities to ensure program excellence, regulatory compliance, and continuous improvement.
- Coordinate with finance, grants, and leadership teams to support audits, contract compliance, and reporting requirements.
Community Engagement & Systems Coordination
- Build and maintain strategic partnerships with housing authorities, landlords, healthcare providers, law enforcement, schools, and homelessness prevention agencies.
- Represent the organization in community coalitions, task forces, and collaborative initiatives related to housing, homelessness, and survivor services.
- Strengthen coordinated community responses to domestic violence, homelessness, and housing instability through active collaboration and advocacy.
- Identify opportunities for program expansion, community partnerships, and resource development to enhance service delivery and participant outcomes.
Strategic Leadership
- Identify opportunities to expand housing access, shelter capacity, and case management services.
- Support grants, reporting, and impact storytelling with data and program insights.
Additional Duties

QUALIFICATIONS

Minimum Requirements
Education and Experience
- Master’s degree in Social Work, Counseling, Public Health, Nonprofit Management, or related field (or equivalent lived/professional experience).
- Minimum 5 years in nonprofit leadership roles with direct supervision responsibilities.
- Deep knowledge of domestic violence, sexual assault, and trauma-informed advocacy.
- Proven experience with program management, grant compliance, and community-based services.
- Commitment to racial and gender equity and YWCA’s mission of eliminating racism and empowering women.
Preferred
- Experience in emergency shelter management, housing stabilization, rapid rehousing, or homelessness services, case management, and crisis response
- Bilingual (Spanish/English or other high-need languages) a plus.

- Must be 18 years of age
- Must complete the training programs of YWCA SHR
- Must complete a successful background check

- Must have excellent driving record and have a valid driver’s license; certificate of insurance from an insurance carrier licensed in the State of Virginia.
- Requires willingness to work and travel alone.
- Travel is required and access to reliable transportation is essential.

WORKING CONDITIONS: Work is performed in a typical office environment with a high standard of confidentiality. A typical work week is M-F 9:00am-5:00pm. Frequent travel between multiple YWCA sites in Hampton Roads is required.
SUPERVISORY RESPONSIBILITIES: This position is responsible for the oversight of all 24/7 crisis hotlines, emergency shelter, counseling, case management, housing stabilization programs, interns, and volunteers. This includes general coaching and mentoring, goal creation and tracking, timesheet review, new staff onboarding, performance reviews, and training as necessary.

COMPENSATION: This position offers a hiring range of $65,000-75,000 that is based on experience and a full benefits packet to include health, vision, and dental insurance, 17 paid holidays, vacation, sick leave, retirement and other benefits.
