This position is full-time, onsite.
Job Summary: Responsible for the overall purchasing function.
Duties/Responsibilities:
- Reviews and is cognizant of, and complies with all clauses of the prime contract pertaining to procurement.
- Prepares supporting documentation for submittal to the Contracting Officer for proposals, leases and other procurement actions that require Contracting Officer’s approval.
- Prepares specifications/bid forms, solicits bids and quotations, screens offers, and awards purchase orders or subcontracts required to obtain the sources necessary to operate the center in accordance with the requirements of the contract.
- Gathers data for and assists the Administrative Services Director in the negotiation of contracts and leases. Prepares backup documentation including but not limited to bid summaries, vendor surveys, COI’s, regional consent forms, etc.
- Monitors current subcontracts and leases to be aware of renewal dates and deadlines. Prepares subcontracts and lease agreements with center leadership and corporate assistance and approval.
- Establishes and maintains records of purchase requisitions, solicitations and awards to support DOL audit of compliance with contractual requirements and internal audit of compliance with center policies and procedures.
- Responsible for sending to all vendors and subcontractors a copy of company nondiscrimination clauses and ensuring that the center purchases from only those vendors who are active EEO employers.
- Adheres to the goals established in the Minority and Small Business Subcontracting Plan and promotes purchases from these vendors.
- Performs other duties as assigned.
Qualifications:
Minimum: Associates Degree. One year’s experience as a purchasing agent.
Preferred: Bachelor’s Degree. Previous experience with Government procurement regulations.
Knowledge: Knowledge of Government rules and regulations pertaining to procurement. Excellent communication skills, both oral and written. Ability to analyze the technical data in suppliers’ proposals in order to make buying decisions and spend monies responsibly. Good organizational skills.
