The Program Impact Business Development Operations Manager plays a strategic role in expanding and managing partnerships, driving revenue growth, and ensuring long-term client satisfaction within CSD’s Program Impact (PI) Division. This position focuses on identifying and cultivating new business opportunities, managing key accounts, and aligning client needs with PI's diverse service offerings, which include CSD Learns, CSD Works and Teaching Kitchen.
The Program Impact Business Development Operations Manager will work collaboratively with unit leaders and stakeholders to ensure services are aligned with contractual expectations, community needs, and CSD’s overarching mission. This individual will support the development and execution of new initiatives, manage high-value relationships, and create feedback loops for continuous service improvement.
Essential Functions
- Develops and maintains centralized project management systems and dashboards to support visibility into business development pipelines, partnership opportunities, revenue projections, and key performance indicators across all CSD Works initiatives.
- Maintains and manages centralized business development systems, dashboards, and tracking tools to support B2B, B2G, Grant, and alternative revenue pipeline across Program Impact.
- Manages comprehensive business development pipeline operations including inquiry tracking, lead mining, lead qualification support, proposal coordination, contract negotiation support, and conversion rate optimization across all Program Impact programs to drive consistent revenue growth.
- Prepares monthly and quarterly business performance reports including revenue analysis and trends, market observations competitive positioning, client acquisition metrics, and growth projections, synthesizing data into actionable insights for Program Impact leadership.
- Coordinates integrated marketing and business development activities across Program Impact with the Education and Program Development Manager, working closely with Creative Services and Communications to support the development and deployment of Director-approved marketing materials, client acquisition campaigns, collateral partnership, and outreach efforts.
- Acts as the primary Marketing Liaison for the CSD works team, managing marketing requests, streamlining communication, and supporting the execution of outreach campaigns and business development initiatives across the division
- Manages comprehensive data collection, tracking, and analysis for program outcomes and return on investment metrics, establishing baseline performance indicators and support articulation of program value propositions to current and prospective partners.
- Oversees Universal Design and accessibility review processes ensuring all client-facing materials, proposals, and partnership agreements meet accessibility standards and reflect Program Impact’s commitment to quality, inclusion and strengthening competitive positioning in the marketplace.
- Coordinates grant quality assurance and revenue diversification activities by identifying and pursuing funding opportunities through grants, corporate sponsorships, contracts, and other alternative revenue streams. Manages the full grant lifecycle, including prospect research, application development and submission, compliance review, and post-award reporting.
- Oversees data collection and reporting processes to ensure accuracy, completeness, and alignment with funder requirements. Supports funder stewardship and relationship management through timely communication, impact reporting, and performance tracking, while collaborating with internal teams to maximize funding success and strengthen CSD Works' Program Impact’s long-term financial sustainability.
- Facilitate cross-functional collaboration between Program Impact programs, identifying opportunities for operational integration, resource sharing, and streamlined workflows to improve operational efficiency and readiness.
- Supports partnership development efforts between Program Impact programs and external organizations, identifying cross-program opportunities, developing bundled service offerings, and creating integrated solutions that expand market reach and revenue potential.
- Coordinate and facilitate introductions for the Employment Services team with key internal and external stakeholders.
- Coordinates strategic community engagement initiatives focused on market expansion, including industry conference attendance, partnership cultivation with deaf and hard of hearing organizations, stakeholder relationship building, and brand visibility activities that generate qualified leads.
- Serves as business development liaison coordinating with IT, Finance, HR, Legal, and other divisions to support seamless implementation of partnership agreements, contract execution, pricing strategies, and revenue recognition for Program Impact initiatives.
- Performs other duties as assigned to support revenue growth, market expansion, competitive positioning, and operational excellence of CSD Works services, including new program development, market research, and innovation initiatives.
- Responsible for coordinating and maintaining organization-wide Basecamp reporting processes on a weekly basis to ensure timely, accurate, and consistent data collection across all programs and departments. This role monitors reporting compliance, reviews submissions for accuracy and completeness, follows up on missing or inconsistent information, and compiles data for organizational impact measurement and reporting.

- Strong understanding of contract negotiation, proposal development, and service pricing.

- Ability to navigate cross-functional collaboration, build internal alignment, and manage competing priorities.
- Experience with CRM systems and project management platforms (e.g., Salesforce, Basecamp, MS Teams, SharePoint).
- Ability to apply data-driven insights to support growth strategies and account retention.
- Strong commitment to accessibility, equity, and the Deaf and Hard of Hearing community.
- Proficiency in American Sign Language (ASL) required or willingness to learn.
Qualifications
- Bachelor’s degree in business administration, communications, marketing, or a related field, or equivalent combination of education and experience.
- At least 5 years of experience in business development, client success, or account management, preferably in mission-driven or service-focused organizations.
- Knowledge of Deaf culture and accessibility best practices is strongly preferred.
