Vistra is seeking a Senior Web Knowledge Manager to support Strategic Communications for the Department of the Army Communications and Outreach Office. This role is pivotal in enhancing the Army’s internal and external communications through expert knowledge management (KM) and web-based solutions. The Web Knowledge Manager will lead the development, organization, and optimization of KM initiatives, ensuring that Army leadership and public affairs officers have timely access to high-impact communication products and guidance. This position requires a deep understanding of web technologies, SharePoint customization, and KM best practices, along with a commitment to excellence in communication and collaboration within a dynamic military environment.

Requirements

Knowledge Management Program Development

  • Recommend and develop KM project initiatives and strategies that align with and support the Army Communications and Outreach Office’s mission and strategic objectives.

Develop comprehensive project scopes and manage project lifecycles to ensure successful implementation

  • Provide expert technical guidance and recommendations on KM approaches, including best practices for information capture, storage, retrieval, and distribution within the Army Communications and Outreach Office.

KM Systems and Technology Integration 

  • Utilize SharePoint, the SharePoint Framework (SPFx), and the Power Platform to build robust knowledge management solutions that streamline organizational workflows and apply robust role-based security.
  • Use Power Automate to develop knowledge and approval workflows and streamline enterprise processes.
  • Act as a Site Administrator for SharePoint, managing site content and permissions.
  • Design and create Power BI Dashboards for KM efforts.

Strategic Content Management

  • Develop, maintain, and enhance the Electronic Document Repository, ensuring efficient knowledge dissemination and ease of access for Army Communications and Outreach Office users.
  • Provide recommendations on KM policies and procedures to ensure information security and effective information flow.
  • Coordinate with Army Communications and Outreach Office teams to ensure intranet sites are up-to-date, strategically relevant, and aligned with DoD and DA guidance.

Subject Matter Expert (SME) Integration and Community Building 

  • Be a SharePoint SME with understanding of G6 and the Army Communications and Outreach Office community, fostering an environment of continuous learning and knowledge sharing.
  • Champion and coach online knowledge communities within the Army Communications and Outreach Office to support collaboration, best practices sharing, and innovation in knowledge management.
  • Facilitate SME engagement in KM programs to drive the continuous improvement of knowledge-sharing processes and strategic alignment.

Support for Strategic Planning and Reporting

  • Support the Army Communications and Outreach Office’s Strategic Planning function by managing Balanced Scorecard data, ensuring accurate collection, storage, retrieval, and reporting to guide strategic decisions.
  • Collaborate with Army Communications and Outreach Office teams on strategic initiatives and KM project planning, recommending enhancements to KM processes that align with evolving Army mission requirements.
  • Actively assess KM program performance and provide insights to improve resource allocation, responsiveness, and alignment with strategic objectives.

Qualifications:

  • Bachelor’s degree in information technology, library sciences, knowledge management, communications, or a related field. Advanced degree or specialized training in knowledge management or strategic communications preferred. Five (5) years demonstrated strategic/tactical/media communication level experience within the last 10 years.
  • Microsoft Certifications preferred include SC-400 Microsoft Information Protection Administrator, PL-100 Power Platform App Maker Associate, PL-300 MS Power BI Data Analyst Associate, and PL-900 MS Power Platform Fundamentals.
  • Certified Knowledge Manager (CKM) from the Knowledge Management Institute that validates ability in KM design, taxonomy, development, and knowledge flows.
  • Demonstrated experience in DOW/Army knowledge management, with specific expertise in KM system design, information sharing technologies, and program development within a large organization or government setting.
  • Strong background in SharePoint administration, electronic document management, and strategic content organization to include SharePoint governance and taxonomy, Power Platform solution building, and dashboard development.
  • Technical Knowledge: Proficiency in KM tools, SharePoint, Power Platform/Apps, and data management, with an understanding of information architecture best practices.
  • Analytical Abilities: Strong analytical skills to evaluate KM program performance, identify opportunities for improvement, and integrate strategic communications into KM plans.
  • Communication and Interpersonal Skills: Ability to communicate technical information clearly to senior leadership and cross-functional teams and foster collaboration within KM communities.
  • Ability to work in a fast-paced, high-security environment, with flexibility to adapt to changing project priorities and Army mission requirements.
  • Understanding of DoW and Department of the Army guidance on KM practices and strategic communication priorities.
