Job Description: Our MPJV, CVTEK, is potentially seeking a highly skilled Program Manager to lead a complex, enterprise-wide software development, sustainment, and system migration initiative. In this role, you will act as the primary interface between the project team and the Government, overseeing the sustainment of legacy business systems and directing their multi-year migration to modernized enterprise platforms. This position is contingent upon contract award.
Key Responsibilities:
- Perform day-to-day management of overall project operations, involving multiple tasks and technical personnel across various locations.
- Lead the Agile Software Development Lifecycle (SDLC) and DevSecOps processes, drafting and maintaining the Program Management Plan (PMP), Integrated Master Schedule (IMS), Risk Management Plan (RMP), and Agile Development Management Plan (ADMP).
- Manage project scope, ensuring changes are documented and approved through formal Configuration Control Board (CCB) processes.
- Provide comprehensive oversight of legacy system sunsetting activities, guaranteeing seamless data transitions, discovery/planning sessions, and functional migration to the new target environment.
- Ensure Continuous Monitoring and Risk Management Framework (RMF) integration in coordination with agency Information Systems Security Managers (ISSM) to maintain the system's Authority to Operate (ATO).
- Oversee the execution of the ADDIE training lifecycle for end-users.
- Monitor system alerts and ensure Tier II/III Help Desk compliance, generating required incident after-action reports within 24 hours for major outages.
Requirements
Job Requirements:
- Location: Primary performance at the Contractor Site, with requirements to support classified/unclassified work at Government locations (Ft. Meade, MD).
- Security Clearance: Must possess an active Secret security clearance (with IT-I eligibility) and the ability to successfully pass enterprise-level background suitability screening. U.S. Citizenship is required.
- Experience: Demonstrated professional experience in a relevant IT/Program Management field.
- Degree Requirements: Bachelor’s degree in a relevant field, or equivalent practical experience and training.
- Certifications: Project Management Professional (PMP) or equivalent Agile/Project Management certification is preferred.
