Reports To:           Program Manager

Classification:    Temporary [start date to 6/30/2027], Full Time, 1.0 FTE

Compensation:   $30.24 per hour

CANDIDATE PROFILE

Latino Network seeks a bilingual, mission-driven, and service-mindset professional with bi-cultural familiarity and proven nonprofit and community leadership experience. As part of the Economic Justice Department at Latino Network, the Temporary Active Transportation Outreach Administrator candidate will collaborate with staff, community and other stakeholders to achieve program goals, meet and document measurable outcomes, contribute to a collegial and productive work environment, and promote the organization’s vision and mission, prioritizing the team well-being and fostering a culture of collaboration, harmony, and joy.


POSITION SUMMARY 

Through funding from the Portland Clean Energy Community Benefits Fund, Latino Network’s Active Transportation initiatives work to elevate communities in  our approach to reduce carbon emissions through various initiatives, including access to public transit, bike distribution through the Bici-Bikes program, and educational workshops. This position requires excellent follow-through, great attention to detail, strong writing skills, and excellent communication through one-on-one meetings, phone, email, and group communication with Latino Network community partners, staff, and program participants.  The person serving in this position must have facilitation, budgetary, and program management experience and be able to guide conversations clearly in English and Spanish.


PRIMARY DUTIES AND RESPONSIBILITIES 

  • Collaborate with the program manager to lead Bici-Bikes steering committee; design and facilitate meetings; and communicate progress.
  • Maintain and strengthen partnerships with BIPOC and woman-owned businesses to support project implementation.
  • Collaborate with the program manager and steering committee to create a project work plan that elevates community voice.
  • Collaborate with the program manager to implement programming; this includes at least one monthly weekend and or evening event.
  • Collaborate with partners to adapt/adopt/develop curricula, as needed.
  • Identify trainers/presenters that align with PCEF priority populations, to help host culturally specific workshops throughout the program year.
  • Implement and refine the referral and enrollment strategy to distribute bikes, TriMet passes, and additional resources and education to program participants.
  • Implement surveys to track desired outcomes such as miles traveled and CO2 emissions reduced.
  • Track attendance, partner and participant feedback, and qualitative data through pre and post-surveys.
  • Data entry into Portland Clean Energy Fund and Latino Network data tracking software.
  • Support with grant reports
  • Adheres to deadlines established by the program manager and partners to ensure that projects are completed on time.
  • Properly document and submit all program expenditures on time.
  • Adherence to all Latino Network policies and procedures.
  • Maintain effective working relationships with other agency members, partners, and community members, including those from diverse cultures or backgrounds or those who speak limited or no English. 
  • Attend all required team meetings, staff meetings, and trainings.
  • Driving between Latino Network’s Portland and La Plaza Esperanza offices for regular training and meetings.
  • Maintains punctual, regular, and predictable attendance.   
  • Works collaboratively in a team environment with a spirit of cooperation.
  • Respectfully takes direction from Supervisor.
  • Engagement in personal and professional development.
  • Perform any additional duties as directed by the Program Manager and/or Director.
Requirements


SKILLS, KNOWLEDGE, EDUCATION AND EXPERIENCE 

  • Preferred education, training and/or experience in Community engagement, Community Organizing, Transportation Justice or a related field. Experience, training and education from inside and outside of the United States are considered equally. Transferable skills and lived experience will be considered.
  • Bilingual required: strong oral and written communication skills in Spanish
  • Preferred experience in cycling culture, bike safety education, accessibility, and mobility, including familiarity with both traditional bikes and electric bikes. 
  • Experience successfully collaborating with communities of color and people traditionally underrepresented in decision-making; facilitating inclusive participation in programs and activities; and communicating cross-culturally.
  • Knowledge of and experience working with families in the Latino community
  • Experience in planning and facilitation of events and workshops.
  • Experience working with multiple calendars, competing interests, and priorities.
  • Demonstrated competence with systems such as Google Suites tools, Word, Excel, and Adobe, or the ability to translate experience with other comparable systems. 
  • Data entry experience preferred
  • Demonstrated ability to work independently, leading a team, and as a collaborative team member.
  • Demonstrated experience working with complex systems, agencies, and government and private organizations.
  • Employ critical thinking and confidence in decision-making and carrying out actions.

  • Reliable transportation, valid driver's license, and automobile liability insurance required;  eligibility to be an insured driver under Latino Network’s Commercial Auto Liability  preferred.
  • Ability to pass a criminal background check as needed.

Latino Network is a highly engaged work environment with satellite operations and positions performing work both onsite and remotely.
