Position Summary:
The Business Development Representative is responsible for identifying, cultivating, and securing new engineering service opportunities with municipal and county government clients. This role serves as the primary liaison between United and public sector decision-makers — including city managers, public works directors, county engineers, and elected officials building long-term relationships and the pipeline needed to support the firm's growth in the municipal market. This is a highly visible, client-facing role suited to someone who understands (or is eager to learn) how local government procurement works, thrives on relationship building, and wants to play a direct role in shaping the communities we serve.
Key Responsibilities and Duties:
- Identify and pursue new business opportunities with cities, towns, counties, townships, special districts, and other local governmental agencies within the assigned territory.
- Build and maintain relationships with key public sector decision-makers, including city/county administrators, public works and engineering directors, procurement officers, and elected officials.
- Monitor capital improvement plans (CIPs), council/commission agendas, and municipal budgets to identify upcoming infrastructure projects and funding opportunities.
- Track and respond to RFQs, RFPs, and public procurement notices; coordinate and support proposal development in partnership with technical and marketing teams.
- Represent United at municipal league meetings, public works association events, chamber of commerce functions, trade shows, and other local government-focused conferences.
- Develop and execute a strategic business development plan and maintain an active pipeline of prospective municipal clients and projects using the firm's CRM.
- Collaborate with project managers and technical staff to align proposed services with client needs and agency priorities.
- Stay current on state and local funding mechanisms (e.g., SRF loans, bond referendums, grant programs, federal infrastructure funding) that impact public agency capital spending.
- Assist in preparing and delivering presentations, qualification packages, and interview materials for short-listed pursuits.
- Provide regular pipeline updates, win/loss analysis, and market intelligence to firm leadership.
- Maintain the confidentiality of information regarding clients and company practices.
Experience:
3+ years of business development, sales, account management, or client relations experience; experience with public sector or municipal clients strongly preferred.
Required Qualifications:
- Working knowledge of public procurement processes (RFQ/RFP and qualification-based selection (QBS) processes).
- Excellent verbal and written communication skills, including comfort presenting to public boards, councils, and committees.
- Strong organizational skills with the ability to manage multiple pursuits and relationships simultaneously.
- Valid driver's license and willingness to travel regularly throughout the assigned territory.
- Must be able to work 40 hours or more per work week, nights and weekends as needed.
- Must be able to travel with periodic overnight stays.
Preferred Qualifications
- Existing network of relationships with city, county, or regional government officials and staff.
- Familiarity with the AEC (architecture, engineering, construction) industry or civil/municipal infrastructure services.
- Experience using CRM platforms (e.g.; Salesforce, HubSpot, Deltek, Unanet) for pipeline management.
- Membership or involvement in relevant associations (e.g., APWA, ACEC, state municipal leagues).
Education:
Bachelor's degree in business, marketing, communications, engineering, or a related field (or equivalent professional experience).
