Role and Responsibilities:
- Maintains an understanding of regulations from governmental agencies and contract administrators including departments of Housing and Urban Development (HUD), Rural Development (RD), Pennsylvania Housing Finance Agency (PHFA) regarding the Section 8 program, Section 515 multifamily housing program, and Low-Income Housing Tax Credits (LIHTC) to ensure compliance.
- Monitors regulatory changes in affordable housing regarding tenant eligibility requirements and rental assistance/subsidy programs to ensure that our documentation is compliant.
- Reviews and checks for accuracy and completeness Initial Tenant Certifications, Recertifications and Interim Certifications at affordable properties with new staff, or new lease up/initial occupancy, or at properties that are new to our management.
- Monitors in Yardi monthly billing of governmental agencies for subsidy and/or assistance payments to ensure funding. May also assist with training new office staff on the billing process and troubleshooting billing issues when requested.
- Works with Residential Staff, Application Systems Manager and Accounting to complete set up forms and applications pertaining to new client properties undergoing initial occupancy or are in transition to our management.
- Facilitates training new employees at affordable properties regarding tenant eligibility, certifications, and the process for billing governmental agencies/contract administrators.
- When requested, communicate regulatory and policy changes to Managers, Residential Division staff and Accounting.
- Works with Accounting to ensure certain fiscal reporting and budgeting deadlines.
- Works with the Application Systems Manager to enter Income Limit changes, Utility Allowance changes and Tax Credit unit-mapping in Yardi.
- Can create log-in accounts for affordable housing agencies including MINC, HUD Wass ID and PHFA Tax Credit log-ins. May also assist Application Systems Manager with troubleshooting MINC, EIV, TRACS, PHFA, etc.
- Ensure Managers review Special Claims each month and submit any eligible claims to HUD on a quarterly basis for vacancy loss and tenant damages.
- Coordinates Rent Increases and Utility Allowance Change Notification letters and Affirmative Fair Housing Marketing Plan (AFHMP) when requested.
- Works with Senior Managers and Accounting to monitor and submit OCAF Rent Increases and Annual Adjustment Factor (AAF) rent increases to PHFA/PMAM for HUD properties when necessary.
- Facilitates preparing and submitting the annual Year End Tax Credit reporting package to PHFA for Tax Credit Properties with Senior Managers.
- When requested, they assist Senior Managers with updating RD Identity of Interest forms, Management Certifications and updated Management Plans every three years.
- Serves as a resource for Senior Managers with preparing for or responding to Management and Occupancy Reviews (MORs), HUD-REAC Inspections and/or RD or PHFA inspections.
- May fill in temporarily at affordable rental offices when there is a vacancy or extended absence.
- Performs additional duties as assigned.
- Valid PA Driver’s License and reliable transportation.
- Traveling to properties within PA and surrounding states.
- Excellent customer service and sales skills.
- High School Diploma/GED.
