The Business Development Manager for State and Local Government, also known as the Government Market Lead, is a recognized expert in the Pennsylvania state government sector. This includes knowledge of state entities such as the Department of Environmental Protection, the Department of Conservation and Natural Resources, and the Fish and Boat Commission. The role also requires an understanding of contracting and business development at the local county and municipal levels. Experience with affiliations in West Virginia and Ohio is considered a plus. Candidates must possess strong relationship-building, managerial, and leadership skills. This outwardly oriented position is responsible for establishing and growing the government market through focused, effective branding, business development, and overall sales efforts.

Essential Functions/Responsibilities:
Sales & Business Development
- Develop and execute strategic sales plans.
- Pursue new state/local government clients and opportunities in PA, WV & OH.
- Handle high-level client interactions and represent the company at events.
- Track and manage business development efforts.
Strategy
- Collaborate on and execute the company’s overall strategic and growth plan.
- Set and drive strategic direction for market growth.
- Use data to develop market strategies and sales goals.
- Adapt and manage change effectively.
Leadership
- Communicate clear performance goals.
- Inspire and unify the team around market and company goals.
- Make sound decisions in dynamic environments.

Relationship Management
- Manage high-profile, key, or complex relationships and clients.
- Build and maintain strong client relationships through quality service delivery.
Financial:
- Understand and help operational teams meet financial and performance goals.
- Track market budgets and ensure adherence to allocated funds both on contract allocations and market expenditures.
- Assist operational teams with performance metrics and AR recovery where necessary.
Requirements:
- Minimum 10 years of management-level experience in government/local project business development, OR
- Bachelor’s degree in applicable major (Master’s degree a plus).
- Demonstrated leadership and team-building skills.
- Knowledge and a strong understanding of government markets with the ability to assess market trends and direct a diverse team across all regions.
- Excellent communication, presentation, and interpersonal skills.
- Strong business development skills, including significant experience building and maintaining client relationships and an understanding of the consulting services business.
- Proven success in developing new clients and maintaining strong client relationships.
