FOIA Program Project Manager
Description

Leads day-to-day execution of FOIA (Freedom of Information Act) Compliance support effort, ensuring staffing, schedules, quality control, deliverables, and communications support VA FOIA Service operations. Coordinates performance reporting and drives corrective actions when metrics or quality trends indicate risk.


Key Responsibilities 

  • Own the contract management rhythm: kickoff, staffing plan, schedules, risk register, quality checks, and recurring status reporting.
  • Manage team throughput and quality across request intake/processing, tracker updates, and deliverable submissions.
  • Serve as primary interface to the COR and Government leadership for operations, issues, and corrective action plans.
  • Ensure invoice-cycle accountability: assigned work completion, rolling release tracking, page-count reconciliation, and documented justifications for any Government-caused delays.
  • Lead internal QA: spot checks of correspondence and redactions; coordinate retraining when error trends emerge.
  •  Maintain required logs (meeting participation, training) and ensure staff participation in VA daily updates and bi-weekly FOIA training.
Requirements

Required 

  • Bachelor’s degree in business, Public Administration, Information Systems, Legal Studies, or related field (or 4 years of relevant experience in lieu of degree).
  • 3+ years managing teams or federal support operations; 1+ year supporting FOIA, records management, privacy programs, or similar compliance functions.
  • PMP (or demonstrated experience managing FOIA workflows) 
  • Working knowledge of FOIA processing lifecycle, request types, deadlines, fee categories, and exemption framework sufficient to manage workflow and quality.
  • Strong written and verbal communication; proven ability to deliver performance reporting, identify operational risks, and drive corrective actions.
  • Must be local to DMV. Primarily remote with occasional on sites in DC. 
  • Must be able to obtain VA access (background investigation) and a PIV badge; must sign NDA. 

Preferred

  • Experience managing FOIA operations in a federal eFOIA case management system (any platform).
  • Experience building and using dashboards/metrics for backlog burn-down, timeliness, and error rate management.

What success looks like (first 60–90 days)

  • Completes VA onboarding, system access, and required training; demonstrates command of the team’s SOPs and templates.
  • Produces accurate work products in the eFOIA system and maintains real-time tracker accuracy for all assigned actions.
  • Meets timeliness and quality expectations (clear, error-free correspondence; well-documented exemptions/redactions).
