Location Details: Must be located within the DMV (Washington, DC / Virginia / Maryland) area, willing to attend in-person meetings.
Works closely with: C-Suite, Proposal Manager, Operations Leadership

Travel- Local travel estimated up to 50% 


Le’Fant is seeking a Business Development Manager to lead capture and growth for new and existing federal opportunities. This role serves as the single-threaded owner for opportunity strategy, pipeline development, and client engagement, ensuring alignment with organizational goals.


As our Business Development Manager, you will have direct responsibility for how opportunities are identified, qualified, and pursued. You will coordinate internal teams, leadership, and partners to drive measurable business growth. Building on a year of strong growth and pursuit success, this role represents a continued investment in strengthening business development capabilities and refining BD operations for the future.


The role combines strategic leadership with hands-on execution to ensure opportunities are evaluated, capture strategies are developed, and pursuits are coordinated efficiently to maximize win potential.


What you’ll get to do

  

Business Development & Customer Engagement

  • Develop and maintain relationships with federal customers, industry partners, and small business teammates within assigned agencies.
  • Represent the company at industry days, conferences, and customer meetings to identify emerging opportunities.
  • Bring forward qualified opportunities aligned to company capabilities, contract vehicles, and growth objectives.

Capture Strategy & Opportunity Shaping

  • Lead capture activities for assigned opportunities, including customer intelligence gathering, competitive analysis, and positioning.
  • Develop capture plans, win strategies, discriminators, and teaming approaches in collaboration with leadership and the Proposal Manager.
  • Identify prime vs. subcontractor strategies and support negotiation of teaming agreements.
  • Shape opportunities pre-RFP through early engagement with customers and partners when possible.

Pipeline Management & Decision Support

  • Build and maintain a qualified pipeline of new and recompete opportunities.
  • Present bid/no-bid recommendations to the C-Suite and Operations Leadership including rationale, risks, and win probability.
  • Support transition from capture to proposal execution, ensuring strategy is clearly conveyed to the proposal team.

Collaboration & Growth Enablement

  • Work closely with the Proposal Manager to ensure capture strategies are executable within proposal schedules and resources.
  • Partner with Operations leadership to align staffing, past performance, and solution approaches.
  • Support growth on existing contracts through identification of task orders, option years, and expansion opportunities.

Representing Company Culture & Values

  • Serve as a visible ambassador for the company, representing Le'Fant's mission, values, and culture in all customer, partner, and industry interactions.
  • Ensure that external engagement reflects the company’s established voice and ethos while collaborating closely with leadership to maintain alignment.
Requirements


  • Must be a U.S. Citizen.
  • Bachelor’s degree or equivalent relevant experience.
  • Must be located within the DMV (Washington, DC / Virginia / Maryland) area to attend in-person meetings.
  • Local travel is required, estimated at 50%, (includes mileage reimbursement and/or company sponsored EZPass considerations)
  • Demonstrated success identifying and qualifying federal opportunities.
  • Strong understanding of federal acquisition processes and competitive procurements.
  • Ability to influence without authority and communicate effectively with executives, customers, and partners.
  • Experience supporting bid/no-bid decisions and executive reviews.
  • Ability to successfully complete a company background check.
  • Ability to provide professional references.

Preferred Qualifications

  • 8 years of experience in federal business development and/or capture management
  • Existing customer and partner relationships within targeted federal agencies.
  • Experience supporting or leading captures for small business set-asides (SDVOSB, HUBZone, etc.).
  • Prior experience working closely with proposal teams.
  • Familiarity with common federal contract vehicles

Desired Quantifiers 

  • You bring an active book of business and/or established customer and partner relationships that have historically generated or are expected to generate 2–5 qualified opportunities within the first 6–12 months.
  • Have supported or led capture efforts that contributed to $25M–$100M+ in cumulative federal contract awards over the past 5–7 years.
  • Experience targeting 1–3 primary federal agencies (e.g., VA, DHS, GSA, HHS, DoD), with demonstrated understanding of agency mission, acquisition environments, and customer stakeholders.
  • Familiarity with federal contracting vehicles, including GSA MAS and GSA OASIS+, and how they are leveraged for pipeline development and capture strategy.

Pay Transparency

There are many factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, the individual’s particular combination of education, knowledge, skills, competencies, and experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis as well as contract-specific affordability and organizational requirements. Annual salary is just one component of Le'fant's total compensation package. Le'fant provides a variety of benefits to employees, including but not limited to, health insurance coverage, life and disability insurance, a 401k plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience. An applicant's salary history will not be used in determining compensation. This commitment applies across temporary, part-time, full-time, and salaried positions, complying with regulatory minimum wage rates and exempt salary thresholds. Since this position can be worked in more than one location, the range shown is the national average for the position.

A reasonable estimate of the current range is $120,000 to $200,000 with incentive options
