Position Overview
We are seeking an experienced Atlassian Cloud Solutions Developer II to support a Federal Government project. This role will provide specialized administrative, technical, and operational support within the Atlassian Government Cloud (AGC) environment, including Jira, Jira Service Management (JSM), Assets, and Confluence.
The successful candidate will ensure system integrity, security compliance (FedRAMP/FISMA), and high levels of user productivity in a regulated federal government environment supporting mission-critical operations. The AppOps program provides comprehensive information system support for government Public Building System (PBS) servers, networks, applications, and devices. Services include:
- Help Desk operations
- Installation and provisioning
- Patching and updates
- Security compliance
- Monitoring and reporting
- Performance and availability management
Key Responsibilities
Operations & Maintenance (O&M)
- Manage user support requests for Jira, JSM, and Confluence
- Perform permission and access changes
- Configure workflows and system settings
- Conduct system maintenance and administrative tasks
- Monitor integrations and resolve issues
- Implement enhancements and workflow improvements
- Maintain automation updates (where supported)
- Optimize dashboards, reports, fields, and screen configurations
Site Administration
- Configure and maintain projects, workflows, schemes, fields, and permission models
- Manage users, roles, groups, and access controls
- Administer Atlassian Access (SSO, MFA, conditional access)
- Maintain configuration baselines and documentation
User & Operational Support
- Provide Tier 2 and Tier 3 support
- Troubleshoot issues and coordinate with Atlassian/vendor support
- Monitor system performance and usage trends
- Support onboarding and offboarding processes
- Provide live “Open Office Hour” support for AGC users
Governance & Compliance
- Enforce FedRAMP, FISMA, and agency-specific security controls
- Support security reviews and ATO activities
- Ensure compliance with government data classification standards
Reporting & Metrics
- Develop dashboards and reports using JQL
- Provide ad-hoc reporting for leadership and audits
Education
- Bachelor’s degree in Computer Science or related field
Required Experience
- 4–6 years Atlassian Cloud administration & development experience
- 4–6 years designing complex Jira/JSM/Confluence workflows and solutions
- 2–4 years Atlassian Data Center experience
- 2–4 years cloud architecture & SaaS development experience
- 2–4 years software/integration development experience (JavaScript/TypeScript, GraphQL preferred)
- Experience developing API integrations (REST APIs) with tools such as Slack, GitHub, and AWS
- Scripting proficiency (Groovy, Python, or Bash)
- Basic SQL knowledge
- Strong analytical and troubleshooting skills
- Excellent written and verbal communication
- Customer-focused mindset
- Ability to manage multiple priorities in a secure, regulated environment
Technical Expertise
- Jira, Confluence, and Jira Service Management administration
- Workflow design and business process optimization
- JQL and dashboard/report creation
- Plugin management (installation and configuration of marketplace apps)
- Disaster recovery and migration planning (e.g., JCMA)
- Cloud vs. Data Center deployment experience
Required Certifications
- Jira Administration for Cloud
- Managing Jira Service Projects for Cloud
Preferred Qualifications
- Federal government experience
- ITIL knowledge
- Agile/DevOps experience (Scrum, Kanban, SAFe)
- CI/CD pipeline experience
- Scripting in Python or PowerShell
- Cloud migration experience (Server/Data Center to Cloud)
Additional Information
- Clearance: Must be authorized to work in the U.S. and able to obtain a Public Trust clearance.

- Salary Range: $75,000 – $125,000 annually
